126 Orderly Growth Of Industrial Area Of Yelm1 ~ ~ 7~ ~ ~~ TOWN OF YELM, WASHINGTON C ~, G Resolution No. 126 ~~ WHEREAS, orderly and proper growth of commercial and industrial areas within the Town of Yelm is essential to the public health, safety and welfare; and WHEREAS, the Town of Yelm desires to insure that future commercial and industrial developments incorporate proper design practices as the same relate to engineering factors including surface drainage and runoff, waste disposal, traffic control and other relevant safety and health factors; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE TOWN OF YELb1, WASHINGTON, AS FOLLOWS: Sectio~t 1. From and after the date of passage of this Resolution, all applications for building permits for industrial and ,pommercial facilities shall be reviawed by the Town Engineer who shall evaluate the same to determine compliance with design criteria and engineering factors set forth in Section 2 of this Resolution. No building permit shall be hereafter issued for any industrial or commercial facility until application for the same has been reviewed by the Town Engineer and the Town Engineer shall have Issued his recommendation or report relative thereto, as provided Sn Scctlon 5 of this Resolution. Section 2. The Town Engineer shall review each such application for building permit for Industrial and commercial facilities to determine that the same incorporate proper design practices relating to the following engineering factors: (a) surface drainage and runoff (b) waste disposal (c) traffic control i -~- (d) all other relevant safety and health factors . Section 3. The Building Inspector of the Town of Yelm shall transmit to the Town Engineer tow (2) copies of each application for building permits for industrial and commercial facilities, and two (2) copies of all plans accompanying each such application. Section 4. The Town Engineer may require any applicant to submit such additional information in the form of additions to or clarifications of plans previously submitted, details of design criteria or calculations, traffic cou-tts, or other such information as may be neccessary to effectuate the ob)ectives of this Resolution. Section 5. Withlit ten (10) days of his receipt of each such application, the Town Engineer shall submit his wrlt~en recommendation to tt~e Town Building Inspector and shall send copies thereof to the applicant acid to the Town Clerk. In the event that the Town Engineer is unable to Issue his recomm~ndatioit within sold time, he shall, instead, submit to the Town Clerk withilt said ten (10) day period, his report settliig forth the reasons therefor, including any additional information which he deems necessary for the applicant to supply, and the Town Engineer shall send a copy thereof to the applicant. The Town Building Inspector may hereafter issue any building permit for industrial or commercial facilities: (a) the application for which the Town Engineer has recommended approval; and (b) the application for which the Town Engineer has recommended approval subJect to conditions , which conditions have been accepted by the applicant. Each such application for building permit which the Town Engineer has: (a) recommended approval subJect to conditions, which conditions have not been accepted by the applicant; and 3 - (b) recommended denial shall automatically come on for consideration by the Town Council at its next regularly scheduled Council meeting, unless said application was received by the Town Engineer less than ten (10) days prior thereto, in which event the same shall come on for consideration at the next subsequent Council meeting thereafter.
