08-14-07 Minutes YELM CITY COUNCIL REGULAR MEETING TUESDAY,AUGUST 14, 2007 MINUTES 1. Call to Order—Mayor Harding called the Meeting to Order at 7:30 pm. 2. Roll Call— Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson 3. Agenda Approval 07-72 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations- none 5. Public Comment.There was no response when the Mayor called for Public Comment. 6. Consent Agenda a. Minutes: July 24, 2007 Regular Meeting, July 25, 2007 Study Session b. Payables: Checks 31928-32134, totaling $739,415.47 Manual: 31928-32031, totaling $11,327.21 Claims: 32032-32134, totaling $728,088.26 C. July Payroll Checks 12278-12400, totaling $373,566.56 07-73 MOTION BY JOE BAKER APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings-Annexation of 9.33 Acres of Land Located East of Grove Road and South Side of SR 507 Mayor Harding opened the Public Hearing at 7:32 pm for comment on the proposal for annexation of 9.33 acres on land located east of Grove Road and the south side of SR 507. Tami Merriman reviewed the staff report stating that the process for annexation has been completed and recommends annexation approval of the property into the City of Yelm as part of the Urban Growth Area. Upon annexation the property would be zoned Heavy Commercial (C-2)as stated in the Yelm Comprehensive Plan. Councilmember Isom asked for clarification on the types of businesses allowed in C-2 and if C-2 is appropriate. They include everything in C-1 with the addition of; auto and heavy equipment repair and auto sales lots over 50 vehicles. RV Park and Mini-storage along the Y-2 Corridor is subject to placement 500 ft from road as approved in the Yelm Comprehensive Plan. Mayor Harding closed the Public Hearing at 7:38 pm. 8. New Business a. ORDINANCE NO. 880 Annexation ANX-07-0233-YL 9.33 Acres East of Grove Road and South Side of SR 507. 07-74 MOTION BY PAT FETTERLY APPROVING ORDINANCE NO. 880 ANNEXATION OF 9.33 ACRES OF LAND LOCATED EAST OF GROVE ROAD AND SOUTH SIDE OF SR 507. 6 YES, 1 OPPOSED, CARRIED. b. Yelm Prairie Line Trail Project, KPG Engineering for Yelm Prairie Line Trail Project Engineering Design Contract in the amount of$108,107.98. Stephanie Ray review the staff report that included the Design Scope of Work prepared by KPG Engineering from the trail head at Yelm Ave to Roy. Stephanie supports the sound proposal outlining the proposed design to include landscaping, irrigation, informational kiosk, restroom area and parking lot for the rail trail. Stephanie added that this project is out for grant consideration for construction and that with the help of Councilmember Isom, this project has moved up to priority 2 from position 3 with Thurston County Regional Planning Council. Js/H/city council/2007 Page 1 of 2 07-75 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A CONTRACT WITH KPG ENGINEERING FOR THE YELM PRAIRIE LINE TRAIL PROJECT IN THE AMOUNT OF $108,107.98. CARRIED. 9. Old Business.There was no Old Business. 10. Mayor and City Council Reports Councilmembers Miller and Hendrickson attended the Fire District meeting. Councilmember Baker attended the grand opening of the Thurston Fair along with Councilmembers; Isom, McGowan, Fetterly and Hendrickson. Councilmember Isom placed 2nd in an annual Thurston County Fair kick-off competition. He also attended TRPC Active by Environmental Design meeting as part of development growth management. He added that the Buildable Lands Act Draft in now in circulation. GMA figures for Yelm are currently over the allowable percentage, but in line with the 20 year growth projections. Councilmember McGowan attended the HOME Consortium meeting where officers were elected. Councilmember Thompson attended the Transportation Policy Board meeting where they discussed; commute trip reduction plan, Rainier sidewalk funding, detailed county to county reports and a WSDOT technology update including 1-5 cameras. Councilmember Hendrickson commented on the progress of Longmire Park. Mayor Harding thanked Council for their attendance at the Fair. He attended Thurston County Economic Development Council's anniversary event at the Capital and the Family Initiative Investment Committee weekly meeting. Currently the inter-local agreement is circulating until the Mayor can bring it back to Council. 11. Executive Sessions-none scheduled 12. Correspondence provided for review included; Thurston County Council on Cultural Diversity and Human Rights Agenda of 08-08-07 and Comcast Scholarship announcement of July 30, 2007 13.
