TUESDAY, JULY 24, 2007 MINUTES
1. Call to Order— Mayor Harding called the Meeting to Order at 7:30 pm.
2. Roll Call — Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat
Fetterly, John Thompson and Russ Hendrickson.
3. Agenda Approval

5. Public Comment
Joy Adams, 15 year Rainier resident expressed concern about personal safety
being compromised with the unacceptable traffic. She asked specifically about
the road improvements at 93rd and Cullens and Killion. She was referred to the
website where updates are posted.
Nancy Breidenthol, El Camino Lane requested a requirement of a level of
service improvement to C in the downtown core from its current status before
moving forward with development.
Karen Yule, Lawrence Lake Road, "Please do something about traffic" She feels
strongly that traffic is intolerable and causes her to avoid town.
Mayor Harding responded that development helps to get road projects
completed. He added that 67% of traffic is coming from outside the City.

PRESENTED. CARRIED.
7. Public Hearings
a. 2007-2013 Six Year Transportation Improvement Program. Amendment to
Chapter 15.40 YMC Concurrency, Updating the Transportation Facility
Charge. Mayor Harding opened the Public Hearing at 7:46 pm stating the
purpose of the hearing was to hear comments regarding the Concurrency and
Updating the Transportation Facility Charge. Grant Beck provided a staff report
explaining the need for projects to appear on the plan to be eligible for State
and Federal funding or to be able to utilize the funds collected from the charge.
Additionally, establish an updated formula for calculating the Transportation
Facility Charge.

Steve Klein, Yelm, spoke from and provided a copy of his text regarding his
plea for remedies to the traffic gridlock brought on by increased development of
residential and commercial properties. His concerns include; safety, acceptance
of D and F level of service, gridlock and items being listed on the priority plan
when they are not currently funded. He also stated in his letter his
recommended solutions that have been previously stated and rejected.
Nancy Breidenthol asked if the fee increase to $1,276 mitigates 100 percent of
the development's impact. Councilmember McGowan responded that traffic is a
city, county and state issue.
Patricia Noffsinger, Yelm property and business owner, was interested in Yelm
Ave Improvements (#8) and Mill Road Vertical Alignment (#14).
Joy Adams, Rainier, was curious how the fees were compared as stated. The
response was that comparisons were done after the formula was applied. She
stated again her concerns for safety and asked the Council to address it. Mayor
Harding responded that progress is occurring and all projects address safety
during all phases.
Diane D'acuti, 93rd Ave, asked when and where their concerns can be
expressed to work with the Counties and the State prior to a vote coming to
Council. She is anxious to work together to accomplish a common goal.
Carolyn DeMarco, 93rd Ave asked for clarification regarding the fee being
increased and passed on to the builder. Is $1,276 enough?
Diane Binetti, Berry Valley, questioned why Council had not considered a
moratorium on building until traffic can be fixed.
Patricia Nottsinger asked how business and community members reach the
County for meetings and put pressure on the State to move on funding for our
local projects.
Staff and Councilmembers noted the progress is already being made, including;
Stevens Street from Grove to Burnett and the sidewalks to the high school as
well as the numerous committee meetings attended by staff and
councilmembers with the Counties and the State. Council Study Sessions,
Public Meetings and Public Hearings are published in the local newspaper in
the legal section, posted at the library and posted on the web-site on each
agenda. John Thompson added that the Transportation Board also conducts
public meetings. Community members can become the voice for the area by
contacting any and all representatives as individuals or as a group. Key to
success is financial and those monies have to come from somewhere,
ultimately from the consumer through passed on building fees, voted on tax
increases or other sources of revenue to fund priority projects. Mayor Harding
closed the Public Hearing at 8:50 p.m. and the regular meeting reconvened.

b. Assessment Reimbursement Contract Tahoma Boulevard. Mayor Harding
opened the Public Hearing at 8:50 pm stating the purpose of the hearing to hear
public comment on the Assessment Reimbursement Contract for Tahoma
Boulevard formally known as Berry Valley Road. Tami Merriman reviewed the
staff report informing the public on the RCW and Yelm Municipal Code policy
allowing reimbursement to Tahoma Terra from adjoining properties if and when
they benefit from the connection to services.
There was no comment and the Public Hearing was closed at 8:53 p.m. and the
regular meeting reconvened.
8. New Business
a. Yelm Prairie Line Trail Project. Stephanie Ray opened her staff report with
encouragement to walk and bicycle as transportation through Yelm. The Yelm
Railroad from Yelm Ave West to Roy was selected to receive a STP Grant in
the amount of$70,000 from Thurston Regional Planning Council. Staff has met
with three consulting firms with KPG Engineering most closely relating to the
experience needed with issues to be addressed by Yelm.

NEGOTIATIONS WITH KPG ENGINEERING FOR THE YELM PRAIRIE LINE
TRAIL PROJECT. CARRIED.
b. Willow Glen III Final Plat, SUB-05-0345-YL. Nisha Box reported that Willow
Glen III has completed the conditions of the preliminary plat including
improvements to Grove Road, connection to city services, landscaping and a
future street connection from the north and west.

10. Mayor and City Council Reports
Councilmember Miller attended the Fire District meeting.
Councilmember Baker attended the Senior Center where they are looking for
ways to improve participation. He also attended Intercity Transit meeting
reporting 8 members appointed to the Citizens Advisory, one being from Yelm
and one from Tenino. Grant Beck added that Intercity Transit is planning Open
House meetings in Yelm to review local routes.
Councilmember Isom attended Thurston Regional Planning Commission
meeting reporting that Yelm Prairie Rail Line project has moved up from third to
second in their priority list. He also attended a presentation from the Port on a
South Sound Logistics Center.
Councilmember Fetterly attended Nisqually River Council where they discussed
strategy for funding the Estuary.
Councilmember Thompson attended Yelm Transportation sub-committee
meeting and Transportation Policy Board meeting, including presentation from
Association Washington Cities regarding 2006 Legislation.
Mayor Harding attended Thurston County HOME Consortium meeting forming a
Regional Jurisdiction proposing legislation for the November ballot relating to
Crime Prevention through Intervention and Prevention for issues with drugs and
alcohol. Councilmember McGowan serves as the alternate.
