WEDNESDAY, JUNE 27, 2007
1 Mayor Harding called the meeting to order at 5:08 pm.
2 Present: Don Miller, Joe Baker, Bob Isom, Russ Hendrickson, Pat Fetterly. Mike McGowan arrived at
6:00 pm. Staff: Shelly Badger, Stephanie Ray, Grant Beck, Gary Carlson and Janine Schnepf. Guests:
Fire Chiefs, Hutchesen and King.
3. Agenda Approval —Agenda was approved after item 5a. Interlocal Agreement for Fire Protection and
EMS Update was removed from tonight's agenda.
4 Presentations
a. Transportation Facility Charge was tabled from the 06-26-07 Council meeting. This item was tabled for
further comparison research with other cities.
b. Projects Update, Stephanie Ray updated the progress of current projects.
Stevens Street West is on schedule for completion August 14, 2007 including extension of the
reclaimed water line to Stevens Street.
Public Safety Building also on schedule for completion in February. Naming of this building and others
will be discussed at a Fall study session using the current policy to identify the possibilities.
Railroad Trail Design. Stephanie Ray shared the update on Local Agency Agreement to begin the
design only and the cost estimate on the Yelm Prairie Line Trail to keep the rail potential active.
Stephanie added that, with the annexation of Coates Road, the city was able to utilize a TIB Grant for
small cities to fund resurfacing chip seal.
c Proposed 6-year Transportation Improvement Program Overview. Grant Beck provided a list of many
pending transportation projects in the city limits as well as the formula to determine their ranking based
on the current information and projections for traffic flow and growth. The list will be reviewed each year
and projects must be on the list to qualify for State and Federal funding.
d. Enforcement Code Proposed Revision. Grant Beck stated that the current penalty for code violations
falls under the criminal code as a misdemeanor. Gary Carlson proposed that the Council consider
legislating an ordinance to change to a civil code to reflex the philosophy of the City of Yelm for
resolving conflict with violations within the Yelm Municipal Code.
5. Mayor/Council Initiatives—
Councilmember Miller asked about Yelm's Immigration Policy. Councilmember Hendrickson updated
Council on what he had learned about ways to implement development of a Recreation Center like
YMCA, Boys and Girls club or designation of a Park District. Councilmember Baker added the
importance of keeping the Yelm Water Tower as a landmark.
Mayor Harding extended the invitation he received from WalMart to attend their grand opening and
receive donations to Longmire Park, Youth Survival Camp, Senior Center and the Fire Department.
