WEDNESDAY, MAY 23, 2007
1. Mayor Harding called the meeting to order at 5 pm.
2. Present: Don Miller, Russ Hendrickson, John Thompson, Pat Fetterly. Mike McGowan
arrived at 5:40 pm. Excused: Bob Isom and Joe Baker Staff: Grant Beck, Jim Gibson and
Janine Schnepf. Guests: Fire Chiefs; Hutchesen and King.
3. Agenda Approval—The agenda was accepted as presented.
4. Presentations
a. SE Thurston Fire Interlocal Agreement.
Todd Stancil provided a staff report and the Emergency Management Interlocal Agreement
that has been reviewed and revised by legal and representatives from each of the
jurisdictions listed in the agreement. Document's intent is to clearly define the entities and
their commitment for legal and financial obligations in the event of a county wide emergency
requiring cooperative assistance from all agencies.
b. FireDistrict Capital Facilities Plan Update and Impact Fee. Grant Beck presented update on
Impact Fees with Fire District Chiefs Hutchesen and King providing comparisons with other
cities and options available to increases in 2007 Capital Facilities Plan. Population
increases, new development, number of calls and increases to equipment costs demand
increases in fees.
C. Yelm Ave West and Killion Rd Local Improvement District. Jim Gibson presented a video
tour of Yelm Ave West and Killion Road LID stating that the project was on target with
funding and anticipated opening mid June with signal light to follow. Phase II, 93rd to Cullens
and Rosemont to Yelm by-pass will go to bid this summer.
d. Thurston Highland Master Plan. Grant Beck updated the group on the progress. Currently
working proactively to provide information to community through Open House events as well
as seek their input. Discussions with agencies for their technical expertise including;
Parametrix for water and sewer systems, Environmental Impact Statement, Sewer District,
Yelm by-pass and the Rainier and Yelm School Districts.
e. Yelm Transportation Committee. Grant Beck stated that the Wal-Mart site paving is getting
close to completion. The Hutch (Mtn View and Killion) is adding a turn lane as part of the
development.
5. Mayor/Council Initiatives—
Committee has been working on updating the Yelm Sign Code to better reflex
standardization of sizes, use of moving signs and placement. After a Public Hearing, it will
be brought back to Council for review.
