04-24-07 Minutes YELM CITY COUNCIL REGULAR MEETING TUESDAY, APRIL 24, 2007 MINUTES 1. Call to Order—Mayor Harding called the Meeting to Order at 7:30 pm. 2. Roll Call — Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, John Thompson and Russ Hendrickson. Excused: Pat Fetterly 3. Agenda Approval 07-35 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations a. Proclamation-April Arbor Month. Mayor Harding read the Proclamation encouraging citizens to support efforts to plant and care for trees to promote the well-being of this and future generations. b. Proclamation— May Bicycle Commuter Month. Mayor Harding read the declared May as Bicycle Commuter Month thereby encouraging citizens of Yelm to reduce motor vehicle trips to reduce air pollution, energy consumption and improve the general health and well-being of the community. C. FCTC Mentoring Program, Community Youth Services, Molly Robertson, Coordinator of Foster Care to College Mentoring, presented information on a youth mentoring program designed to support youth in foster care with their educational endeavors. Mentors are asked to align with a youth in the same area with some common interests for a one year period to support their academic needs including; exploring collegiate and trade school education and navigate the scholarship system. Coalition members include DSHS agencies focused on education. Councilmembers recommended using local agencies including, Yelm Community Services, the Yelm School District and Yelm Senior Center for contacts and location to leave information pamphlets. 5. Public Hearings- none scheduled 8. New Business a. RESOLUTION NO.471.Amend Personnel Policies for Eligible Dependent Insurance Js/city council/2007 approved;05-08-07 Coverage. Janine Schnepf reviewed the Resolution indicating it's intent to recruit and retain qualified employees without a gap in coverage for their dependents as condition of employment.; 07-37 MOTION BY BOB ISOM APPROVING RESOLUTION NO.471 AMENDING YELM PERSONNEL POLICY SECTION 6.03.020 B. ELIGIBLE DEPENDENTS MEDICAL, DENTAL AND VISION INSURANCE BENEFITS. CARRIED. 9. Old Business- none 10. Mayor and City Council Reports Councilmember Baker reported attending Intercity Transit Citizens Advisory Committee tour of the Transit System. Intercity Transit has added digital recording on buses for investigation purposes. Councilmember Thompson attended Thurston Policy Board meeting review of operating procedure. Councilmember Hendrickson attended Fire District meeting. Mayor Harding reported that Yelm brochures were mailed to utility customers from Yelm Economic Development Committee and will be available to new customers at the counter at City Hall. Attended local Transportation Committee meeting and Family Initiative Committee with more information to follow in the future. 11. Executive Sessions—none scheduled. 12. Correspondence. - none 13.
