04-10-07 Minutes YELM CITY COUNCIL REGULAR MEETING TUESDAY,APRIL 10, 2007 MINUTES 1. Call to Order— Mayor Harding called the Meeting to Order at 7:30 pm. 2. Roll Call— Present: Don Miller, Joe Baker, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson. Excused: Bob Isom 3. Agenda Approval 07-28 MOTION BY PAT FETTERLY APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations-Timberland Reads Proclamation—The Big Read. Mayor Harding read and presented the Proclamation encouraging all to participate in the Big Read by reading and discussing the selected book, My Antonia by Willa Cather, a story about immigration. Mike McGowan accepted the Proclamation and invited everyone to visit the Library for the kickoff and schedule of events. 5. Public Comment-none 6. Consent Agenda a. Payroll Final March 2007 Checks 11791-11888 Totaling $278,323.77 07-29 MOTION BY JOE BAKER APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings 8. New Business a. Request to Circulate an Annexation Petition for State Route 507 at the East Edge of the City Limits. Tami Merriman reviewed the staff report showing interest by Kenneth Jewell to annex 9.33 acres into the city limits with the intent to develop as Heavy Commercial use (C-2). The proposed annexation makes a logical city boundary and development would protect the Yelm Loop right of way bisecting this property and provide a portion of the Yelm Loop construction. Dedication of the right of way meets the goals and policies of the Yelm Transportation Comprehensive Plan. 07-30 MOTION BY JOE BAKER APPROVING REQUEST TO CIRCULATE A PETITION FOR ANNEXATION BY KENNETH JEWELL OF APPROXIMATELY 9.33 ACRES LOCATED ON SR 507 AT THE EAST EDGE OF THE CITY LIMITS. CARRIED. b. Request to Circulate Annexation Petition, Grove Road between 100th Way and 103rd Avenue. Tami Merriman reviewed the staff report indicating interest by Brenda Jolin to circulate an Annexation Petition to annex a 5 acre parcel into the city limits for the intent to develop. Property is currently zoned Rural Residential with the potential for 30 residential units if annexed and zoned Moderate Density Residential (R-6). The proposed annexation does not make a logical boundary for the city limits. If the boundary were extended, there are not enough water rights in the applicant's control to support this increase to the number of potential units in this development. 07-31 MOTION BY PAT FETTERLY TO REJECT THE REQUEST TO CIRCULATE A PETITION FOR ANNEXATION. CARRIED. js/city council/approved 04-24-2007 Page 1 of 2 C. ORDINANCE NO. 869 AMENDING 2007 BUDGET INCREASE EXECUTIVE DEPARTMENT TRAVEL/TRAINING APPROPRIATION. Agnes Bennick reviewed the staff report requesting increase to cover estimated reimbursement to 2007 expenses, training opportunities and cost of attending AWC Conference for Council members and the Mayor. 07-32 MOTION BY PAT FETTERLY ADOPTING ORDINANCE NO. 869 AMENDING THE 2007 BUDGET BY INCREASING THE EXECUTIVE DEPARTMENT TRAVEL/TRAINING APPROPRIATION. CARRIED. d. SEPTAGE AND WASTE ACTIVATED SLUDGE CONTRACT. Tim Peterson reported the annual call for bids on sludge removal went out with one bid coming back from current vendor. Increase up $.02 per gallon and to$20.00 per truckload. 07-33 MOTION BY PAT FETTERLY AUTHORIZING MAYOR HARDING TO SIGN A ONE YEAR CONTRACT WITH NORTHWEST CASCADE, INC FROM PUYALLUP, WA, FOR THE COLLECTION, HAULING AND DISPOSING OF THE CITY'S SEPTAGE AND WASTE ACTIVATED SLUDGE. CARRIED. 9. Old Business a. FIRE HYDRANT LOCK S AND ADAPTERS. Tim Peterson stated that as part of the Water Conservation Plan for protecting precious water resources from loss, it is necessary to complete the installation of the hydrant locks throughout the City. 07-34 MOTION BY JOE BAKER APPROVING PURCHASE OF FIRE HYDRANT LOCKS AND ADAPTORS IN THE AMOUNT OF $54,000. FROM THE UTILITY CAPITAL RESERVE. CARRIED. 10. Mayor and City Council Reports Council member Baker attended Intercity Transit Board meeting. Council member McGowan reported the TC HOME Consortium Committee awarded $75,000 to organizations including: Habitat for Humanity, Safe Place and the Salvation Army. Nothing has been requested from the Yelm area. Council member Hendrickson reported that the consolidated recycle bins are in the process of being delivered to the citizens of Yelm. Mayor Harding attended Yelm Emergency Operations Board meeting where they discussed coordination of volunteer resources Also attended Thurston County Mayor's Forum. 11. Executive Sessions- none scheduled 12. Correspondence provided for review included information from Thurston County Family Investment Proposal by Child Care Action Council. 13.
