1. Call to Order-Mayor Harding called the Meeting to Order at 7:30 pm.

a. Public Safety Building Contract Bid Award—Stephanie Ray reported that four bids
were received in response to the Public Safety Building construction advertisement.
Bids were opened on February 23 and included: 1)Jody Miller Construction $3,199,000;
2) Shinestine$3,470,000; Berschauer Phillips Construction, Inc. $2,999,000; and 4)
Construct, Inc. $2,950,000. The engineer's estimate was$3,100,000.
Construct, Inc. from Tumwater was the low bidder at$2,950,000. Company reference
checks, subcontractor research and interviews were all positive. Ms. Ray introduced
Mike Goheen, President, Construct, Inc. and Andrew Christensen, Construct, Inc.

07-18 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT WITH CONSTRUCT, INC. OF TUMWATER, WASHINGTON, FOR
CONSTRUCTION OF THE PUBLIC SAFETY BUILDING IN THE AMOUNT OF
$2,948,000. CARRIED.
b. Stevens Street NW Road Project—Stephanie Ray reported that the City was
awarded a $565,000 grant for the Stevens St. NW road project from the
Washington State Transportation Improvement Board. Remaining project
funding is from a $395,000 City contribution.
Nine bids were received in response to the project advertisement. Bids were
opened on March 2, and included: 1) WE&B $698,448.84; 2) Nova Contracting
$858,088.64; 3) Looker&Associates $921,190.42; 4) Rognlin's Inc.
$1,006,157.79; 5) Pape & Son $942,802.48; 6) Wood & Son $671,895.09; 7)
Construct Co. $865,459.60; 8) S&W Utility Contractors $754,742.81; and
Rodarte $884,387.70.
Bids were checked by Gray & Osborne Engineering for compliance with the low
responsive bid from Wood & Son, Yelm, at $671,895.09.
07-19 MOTION BY PAT FETTERLY AUTHORIZING MAYOR HARDING TO SIGN A
CONTRACT WITH WOOD & SON, YELM, FOR CONSTRUCTION OF THE
STEVENS STREET NW ROADWAY IN THE AMOUNT OF $671,895.09.
CARRIED.
C. Surplus 1997 Chevrolet Lumina Patrol Vehicle—Todd Stancil reported that
the Police Department would like to exchange a surplus vehicle with the City of
Tenino for a ballistic vest fitted to a Tenino officer that will begin working for
Yelm in April. Chief Stancil reported that surplus vehicles are generally sold, but
that due to Tenino's urgent need for equipment, this exchange will benefit both
cities as Yelm won't have to reimburse for partial vest value.
07-20 MOTION BY PAT FETTERLY APPROVING THE SURPLUS OF A 1997
PATROL VEHICLE AND EXCHANGE THE VEHICLE WITH THE CITY OF
TENINO FOR A BULLET PROOF VEST. CARRIED.
9. Old Business
a. Ordinance 867, Repealing YMC Chapter 3.68, Substance Abuse Fund— Staff
reported that this housekeeping item follows closure at the end of 2006 of Fund
110, the Substance Abuse Fund. Contributions to the fund would have been
from a special assessment applied to alcohol related convictions. The fund last
received revenue in 2001 and carried a balance of less than $1,000. The fund
balance was transferred to the General Fund which supports all police activities.
Ordinance 867 removes language from the Yelm Municipal Code establishing
the fund and directing assessment application.
07-21 MOTION BY BOB ISOM APPROVING ORDINANCE NO. 867 REPEALING
YMC CHAPTER 3.68 RELATING TO THE SUBSTANCE ABUSE FUND.

Councilmember Baker—Attended an Intercity Transit meeting.

meeting.
Councilmember Fetterly—attended a Nisqually River Council meeting
Councilmember Thompson — attended Yelm Transportation Committee and
Transportation Policy Board meetings.
Councilmember Hendrickson —attended a Thurston County Solid Waste
Advisory Committee meeting.
Mayor Harding - attended a Thurston County EDC Retreat, Mayors' Forum,
Emergency Operations Committee and Chamber Luncheon meetings.
Mayor Harding announced upcoming meetings to be held at Yelm City Hall
including a Town Hall Meeting with Representative Tom Campbell on Saturday,
March 24, from 11-1:00 and a Port of Olympia Meeting on Monday, March 26,
at 5:30.

12. Correspondence
Correspondence provided included AWC Training Opportunities, a Thurston
Council on Cultural Diversity and Human Rights Agenda and a Thurston
Community Network Calendar.
Agnes Bennick introduced Tayna Robacker, Yelm's Finance Director in mid-
April. Council welcomed Tayna.
