02-13-07 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, FEBRUARY 13, 2007 MINUTES Call to Order. Mayor Harding called the meeting to order at 7:30 p.m. 2. Roll Call. Present: Don Miller, Joe Baker, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson. Excused: Bob Isom 3. Agenda Approval 07-9 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations -Thurston County Family Investment Initiative Presentation. Wayne Beckwith was introduced as a member of Family Investment Proposal Committee seeking support for the Initiative to fund a regionally administered program with increased sales tax to be taken to the voters in November 2007. The Initiative addresses the need for improving public safety by funding evidence-based prevention and early intervention strategies, thereby less need for costly detention. Voters did not approve a measure to finance a new regional jail, but expressed interest in prevention and alternatives to incarceration. Statistic identified common factors that contribute to increase in criminal behavior, including alcohol and substance abuse, child abuse and neglect, history of criminal and mental illness among family members and low education levels. Committee has introduced a positive model providing services where needed as a long term investment in change. The combine resources shared through an inter-governmental agreement would identify programs where funding is needed locally and have been shown to be effective in the hope of achieving these goals. A question and answer period followed. Council expressed their concerns for evaluating the success of programs stating it truly is a long term investment before results can be measured, but agreed to discuss in future study session. The Thurston Family Investment Proposal Committee is asking for a March 30, 2007 deadline to report Council's willingness to discuss. 5. CARRIED. 7. Public Hearing 8. New Business a. Yelm Historic Preservation Commission Appointment. Janine Schnepf reviewed the staff report regarding the three positions on the Commission. After advertising in the NVN, sending letters to interested parties and posting the announcement publicly, two applications were received from Commission members whose terms were expiring. A third application was received and reviewed by Mayor Harding. 07-11 MOTION BY PAT FETTERLY APPROVING THE APPOINTMENT OF MARYANNE COTTMEYER TO FILL THE TERM FOR POSITION #6 ON THE YELM HISTORIC PRESERVATION COMMISSION. CARRIED. 9. Old Business 10. Mayor and Council Reports and Initiatives and Board/Commission Business Councilmember Miller attended the State of the City address. Councilmember Baker attended Intercity Transit meeting where new officers were elected. Ridership continues to be strong. Councilmember Isom. Mayor Harding reported for him in his absence. He attended the Thurston Regional Planning Council meeting where they also elected new officers. Councilmember McGowan attended the Thurston County HOME Consortium meeting and reported on the homeless issue, specifically the recent homeless census, a successful professional and business volunteer program with on- site help and Olympia's tent city relocation. He also attended the dedication of Ridgeline Middle School and Yelm High School. Councilmember Fetterly attended the Fire District meeting. Councilmember Thompson met with the Yelm Transportation Committee. Was unable to participate in the Transportation Policy Board meeting. Shelly Badger reported the meeting included updates on speed limit and downtown parking standards, updates on current construction road improvements and 510 Loop update with the Department of Transportation. Mayor Harding met with Representatives in the Legislature in attempts to procure funding for lavatory facilities at Longmire Park. Also met with Thurston County Mayors, LID leadership for project update and presented the State of the City address. Thurston County Economic Development Council has decided to change the meeting schedule to every other month for the next three months.
