488 Water Use Efficiency ProgramCITY OF YELM RESOLUTION N0.488 A RESOLUTION OF THE CITY OF YELM ADOPTING A WATER USE EFFICIENCY PROGRAM PER WAC 246-290-800. WHEREAS, the State of Washington has enacted a Water Use Efficiency Rule which requires municipal water suppliers to establish water conservation goals and; WHEREAS, the City of Yelm has historically promoted water use efficiency and conservation by funding and implementing various water conservation strategies and; WHEREAS, the City has identified a production conservation goal of reducing distribution system leakage to a three year average of 6% and; WHEREAS, the City has identified a consumption conservation goal of reducing single family consumption to 200 gallons per day within a six year period; and WHEREAS, the City has identified a goal to increase reclaimed water usage in order to reduce potable water usage; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm, Washington, that commencing July 8'h, 2008: 1. Measures to achieve these goals will include: 1 }educating the public on the need to conserve water 2) strategies implemented to reduce irrigation demand 3) implementing a block rate structure that will promote water conservation 4) implementing reclaimed water projects 5) working with the fire department to track water use 6) continuing annual leak detection surveys. 2. The City will assess these strategies on an annual basis to review overall success on projected water conservation savings, water supply characteristics, and demand projections. 3. Additional Water Use Efficiency goals and measures will be addressed as part of the Water System Planning process or no less than every six years. 4. The City will submit annual reports to the Department of Health to document Water Use Efficiency performance, consistent with DOH requirements. i this 8`h day of July 2008. ATTEST: ~.
