AN ORDINANCE OF THE CITY OF YELM ESTABLISHING A BIENNIAL
BEARS AND PIROVIDING OR A MID BIENN UM REVIEW~10 BUDGET

WHEREAS, by Chapter 35 A.34, RCW, the State Legislature has provided that a
legislative body of a code city may by ordinance elect to have atwo-year fiscal biennium budget in
place of an annual budget; and
WHEREAS, a biennial budget allows the city to focus on overall strategic planning and
more efficient tracking of project revenues and expenditures; and
WHEREAS, Chapter 35 A.34.040 requires that such ordinance must be adopted by
June 30 in order to be effective for the January 15t, of an odd numbered, non election year;
NOW, THEREFORE, The City Council of the Ciry of Yelm do ordain as follows:
Section 1. Establish aTwo-Year Biennial Budget. City Council establishes atwo-year
biennial budget which begins January 1, 2009 for the 2009-2010 biennial budget
years and continues with subsequent biennial budget preparation, consideration
and adoption.
Section The City Council having adopted the provisions shall provide for amid-biennial
review and modification of the biennial budget no sooner than eight months after
the start nor later than conclusion of the first year of the fiscal biennium. City
ordinances providing for amid-biennium review and modification shall establish
procedures for distribution of the proposed modification to members of the City
Council, procedures for making copies available to the public, and shall provide

Section . Ratify and Confirmation Clause. Any action taken pursuant to this ordinance but
prior to the effective date is hereby ratified and confirmed.
Section . Effective Date. This Ordinance shall take effect five days after passage,
approval, and publication.
