852 Amending Budget CDDCITY OF YELM
ORDINANCE NO. 852
AN ORDINANCE OF THE CITY OF YELM AMENDING THE 2006 CITY OF YELM
BUDGET, ADOPTED BY ORDINANCE No. 840 ON DECEMBER 14, 2005, BY
CREATING AND AMENDING POSITIONS IN THE COMMUNITY DEVELOPMENT
DEPARTMENT AND ADJUSTING THE SALARY LINE ACCORDINGLY.
WHEREAS, the Community Development Department was authorized to add two
positions through the 2006 Budget, an Engineering Technican and a Building Inspector; and
WHEREAS, the Community Development Department presented a staffing plan to the
City Council on April 28, 2006, which identified additional staff necessary to maintain past and
present levels of service to the citizens of Yelm while leading the prepartion of an Environmental
Impact Statement for the Thurston Highlands Master Planned Community, an application for a
new Master Planned Development of as many as 5,000 dwelling units, regional recreation, and
commercial uses that was received in the 1St quarter of 2006; and
WHEREAS, the staffing plan includes the creation of a new Associate Planner position,
reclassifing the authorized yet unfilled Engineering Technician with a Civil Engineering
Inspector, and adding a second Development Review Engineer position; and
WHEREAS, a developer fee agreement between the City of Yelm and Thurston
Highlands Associates covers the costs associated with the additional staff required by the
Community Development Department in order to maintain the level of service of the
Department; and
WHEREAS, Community Development Department is in the process of filling the
positions Assistant Planner and Civil Engineering Inspector, and has failed to recruit any
applicants for the Development Services Engineer position;
NOW, THEREFORE, THE CITY COUNCIL OF YELM DOES ORDAIN AS FOLLOWS:
Section 1. Appendix II to Ordinance 840, the Elected Official/Employee Position
Classification Salary Schedule, is hereby amended as follows:

Section 2. The 2006 City of Yelm Current Fund Budget is amended by increasing the
Planning/Community Development Salaries/Wages and Personal Benefits
(Fund 558) expenditure by $50,000.00.
Section 3. The 2006 City of Yelm Current Fund Budget is amended by increasing the
Planning Department Fees (001 345 81 00) revenue by $50,000.00

Section 4. This Ordinance shall take effect five days after is passage, approval, and
publication.
Section 5. Ratify and Confirmation Clause. Any action taken pursuant to this
Ordinance but prior to the effective date is hereby ratified and confirmed.
