AN ORDINANCE OF THE CITY OF YELM, WASHINGTON, AMENDING
Ordinance 550 by amending the Yelm Comprehensive Plan and Joint Plan with Thurston County.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Adoption. In accordance with the requirements of Chapter 36.70A.RCW, the
Yelm City Council does hereby adopt the amended Transportation Plan and Capital Facilities Plan
in the Yelm Comprehensive Plan and Joint Plan with Thurston County.
Section 2. Findings of Fact. The findings and assumptions supporting the Yelm
Comprehensive Plan are as follows:
1. GENERAL FINDINGS
A. The State Growth Management Act (GMA), Chapter 36.70A RCW, requires
counties within its scope to adopt comprehensive plans which are guided by the Act's goals and
which meet the Act's requirements.
B. The GMA requires counties to adopt county-wide planning policies to guide the
adoption of comprehensive plans. The principal purpose of these policies is to insure that the
comprehensive plans of counties and the cities within them are coordinated and consistent with
each other. The amendments to the comprehensive plan adopted by this ordinance were prepared,
considered and adopted in compliance with county-wide planning policies.
C. The amendments to the comprehensive plan adopted by this ordinance were
subject to a public hearing before the City of Yelm Planning Commission and a public hearing
before the City of Yelm Council.
D. The amendments to the comprehensive plan adopted by this ordinance were
subject to a public hearing before the Thurston County Planning Commission, a public hearing
before the Thurston County Board of Commissioners, and separate work sessions by each body.
E. The comprehensive plan amendments adopted by this ordinance were prepared,
and adopted in compliance with the joint planning process established by the county-wide policies.

F. This ordinance amends the existing 1995 Yelm Comprehensive Plan and Joint Plan
with Thurston County.
G. The measures adopted by this ordinance comply with the GMA and other
governing law and are reasonably related to the public health, safety, and welfare.
II. TRANSPORTATION
A. The state Growth Management Act requires the City of Yelm to adopt a
transportation element as part of its Comprehensive Plan, consistent with RCW 36.70A.070.
B. The transportation element plan update incorporates the 1996 population and
employment projections for the Yelm UGA and evaluates the transportation needs for the next
20-year planning period.
C. The transportation element adopted by this ordinance includes the six year plan of
expenditures and revenues for the City, covering the years 1997-2002.
III. CAPITAL FACILITIES
A. The state Growth Management Act requires the City of Yelm to adopt a capital
facilities element as part of its Comprehensive Plan, consistent with RCW 36.70A.070.
B. The capital facilities element adopted by this ordinance includes the six year plan of
expenditures and revenues for the City, covering the years 1995-2001.
C. The capital facilities element adopted by Ordinance 550 is a reasonable plan for
those capital facilities which will be needed to accommodate the future levels of population
project for the City of Yelm. It is consistent with growth phasing, densities, and distribution of
growth anticipated in the land use element of the Comprehensive Plan.
D. The capital facilities element contains levels of service or planning assumptions for
the facilities which reflect community goals and which will provide a reasonable level of service to
the expected population.
E. This capital facilities element estimates the amount of money needed for the
planned facilities and identifies sources of funding for which the is reasonable assurance of
availability. As set out in more detail in the capital facilities element, actual financial and
budgetary decisions by the City may deviate to some degree from the estimates and plans
contained in the element.

IV. GENERAL POLICIES
The policies adopted in the comprehensive Plan for Transportation and Capital Facilities
are within the capability of the city to accomplish, are supportive of the goals of Chapter
36.70A RCW and the county-wide planning policies as administered in the Yelm UGA
and promote the public interest of the City of Yelm.
Section 3. Severability. If any provisions of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance or the application
of the provisions to other persons or circumstances is not affected.
Section 4. Effective Date. This Ordinance shall be in full force and effect from and after
its passage, approval and publication as provided by law.
