ORDINANCE NO. 622
AN ORDINANCE ADDING CHAPTER 2.51 TO THE YELM MUNICIPAL CODE
AND ESTABLISHING A POLICE ADVISORY COMMITTEE.
THE CITY COUNCIL OF THE CITY OF YELM, STATE OF WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION 1. Chapter 2.51 entitled "Police Advisory Committee" is hereby added to the Yelm
Municipal Code:

2.51.060 Staff Support
2.51.010 Intent. There is established a Police Advisory Committee. The Police Advisory
Committee is a community sounding board and advisory body for the Yelm Police Department to
further its efforts toward community policing and provide periodic input on police issues to the
Mayor, City Administrator and City Council.
2.51.020 Role of Police Advisory Committee. The Police Advisory Committee shall serve
a number of functions, including but not limited to, the following
A. Serve as a communication link between community groups and agencies and the Yelm
Police Department
B. Assist in setting community and problem-oriented policing priorities and strategies.
C. Provide community input to the Chief of Police and the Police Department on
department practices, activities and services
D. Serve as a community voice for presenting concerns about police operations,
community livability and public safety.
E. Assist in educating the public about police issues
F. Provide feedback to the City Council on police issues.
2.51.030 Communication with City Council. The Police Advisory Committee will
schedule a meeting with the City Council each year. The Police Advisory Committee will provide
periodic progress reports, an annual report and have a "year in review" session at the end of each
year. Additional sessions with the City Council are scheduled as needed.

2.51.040 Police Advisory Committee Composition The City Council shall adopt general
guidelines on composition of the Advisory Committee's membership to assure that key elements
of the community aze represented. Among the groups to be considered aze:
A. Community Members/Neighborhood Associations
B. Business Community/Chamber of Commerce
C. Schools (High/Middle Schools)
D. Senior Citizens
E. Youth (High/Extension School)
F. Police Chief/Commander
G. City Council Member/Police Liaison
2.51.050 Membership-Nomination and Appointment Procedure GrODU Size Tenure of
Appointment. Resignation and Dismissal.
A. Nomination and Appointment Procedure. Each yeaz the nomination and appointment
procedure will be used to fill vacancies in Police Advisory Committee membership.
The procedure involves the following steps
1. City Council adopts guidelines on the composition of the Police Advisory
Committee.
2. Based on those guidelines and names provided by the community, a roster of
potential and interested candidates will be developed.
3. The Mayor and Chief of Police will screen the roster and select those candidates to
interview.
4. The Mayor and Chief of Police will conduct interviews and select the appropriate
number of fmalists.
5. Finalists are presented to the full City Council for approval.
6. All Police Advisory Committee members must be City of Yehn residents.
B. Police Advisory Committee Size. The Police Advisory Committee shall consist of
twelve members.
C. Tenure of Appointment. All terms of membership shall begin on September 1 of the
yeaz of appointment and end on August 30 of the fmal year of appointment. Regular
Police Advisory Committee members aze appointed for three-year terms. Youth
members are appointed for one-yeaz terms. For 1998 only, one-third of the regulaz
membership shall be appointed for two years, one-third for three yeazs, and one-third
for four yeazs so that in future yeazs no more than one-third of the regulaz
membership will be new to the Police Advisory Committee in any given year.
D. Resignation and Removal From Committee.
Members may resign from the Police Advisory Committeeat any time.
Members may be removed from the Committee by the City Council for conduct that
undermines the credibility and/or viability of the Committee. Members who have
two unexcused consecutive absences or four unexcused absences in any calendaz
year shall be removed from service for nonparticipation.
The Chief of Police shall notify the members of the Police Advisory Committee of
resignations or removals from service from the Advisory Committee within one week
of occurrence.
E. Group Structure. A member of the Police Advisory Committee shall be selected

annually to chair the meetings. Because the Police Advisory Committee's role is
advisory, official positions are determined by consensus with ample opportunity for
the expression of dissenting opinions.
2.51.060 Staff Support. The Police Department shall provide a staff person to take notes
and produce meeting minutes. The Police Department shall also provide staff assistance with
research, agenda development, report preparation and presentations.
SECTION 2. This ordinance shall become effective five days following publication as
provided by law.
