09-23-09 SS MinutesYELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, SEPTEMBER 23, 2009 5:00 P.M. Mayor Ron Harding called the meeting to order at 5.12 pm. Present: Don Miller, Joe Baker, Pat Fetterly, John Thompson, Mike McGowan and Russ Hendrickson. Staff: Shelly Badge, Tim Peterson, Stephanie Ray, Grant Beck, Gretchen Isaksson. 4a. Presentations Longmire Park Project Update. Stephanie Ray provided a proposed building layout for the concession stand and restroom plan at Longmire Park. Highlights of the KPG design include extended roof lines providing a covered picnic area outside the concession window and over restrooms doors; storage area, 6 individual locking unisex lavatories and 2 family ADA approved lavatories. Stephanie explained the design features and materials proposed for the construction to begin in January with an estimated completion of July. Water and sewer service line will be directed through utility easements of 2 property owners reducing the initial cost estimates. Funding of $400,000 provided through State of Washington Public Works Trust with the help of Senator Randi Becker and Representative Tom Campbell. Appliances will be added to the concession if funds are remaining. 4b. Utility Roundtable. Mayor Harding opened the discussion reporting that water utility users are now looking closely at their water consumption including water losses. Admin staff members have fielded numerous calls from customers as well as the Mayor and Council since the water rate increase. Public Works staff has been busy with leak checks and questions from customers in the field. Discussion included our leak adjustment policy and payment options available to those customers caught off guard by the direct impact of their high consumption this summer. Policies to follow will include contract payments and water audits. Early reports indicate that the new rate schedule for residential and commercial accounts, that was designed to be equitable, is consistent with the useage and revenue within each category. Councilmember McGowan asked staff to formulate the mean and median average for residential customers. Mayor /Council Initiatives. Mayor Harding reported on his discussion with Chief Todd Stancil regarding juvenile activity and the possibility of enforcing a curfew in the City of Yelm. Discussion continued with Council encouraging the Mayor to emphasize a proactive stance on enforcement of the new park rules. CONCENSUS TO CONTINUE TO TRACK LATE NIGHT, EARLY MORNING JUVENILE ACTIVITY WHILE CONSIDERING ENFORCEMENT OF CURFEW. Councilmember McGowan reported that TC Housing Authority will administer the Neighborhood Stabilization Project funds with the contract coming back to Council in the next few weeks. More foreclosures have been added to the list. Grant Beck gave an update of the LID Bond funding approval by the USDA and the settlement on the disputed invoices with Skillings that exceeded the completion estimates.
