TUESDAY, SEPTEMBER 22, 2009 MINUTES
1. Call to Order -Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call -Present: Don Miller, Bob Isom, Pat Fetterly, Russ Hendrickson, Joe
Baker and Mike McGowan. John Thompson arrived at 7:05 p.m.
3. Agenda Approval
9-074 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED.

4. Yelm Timberland Board Presentation, Mr. Wessells -Cancelled
5. Public Comment -Deanna Davis, a Yelm resident, received her water bill with
the increased rates and feels that it's outrageous and too high. She would like
more information on the rate increase and when they will increase again. She
doesn't feel that she used enough to warrant a $377 bill. A small leak was
discovered on an outside water spigot and has been fixed.
Frank Jones, a Yelm resident, works for the Army and has reviewed the Water
Plan and the increased water rates and feels that the rates are too high. He has
had his Army staff review 1500 pages of City documents and has some
concerns with the Water Plan. Mr. Jones has questions regarding the faulty
water meters.
Tara Hall, a Yelm resident, went to Public Works after receiving her delinquent
bill notice to get a copy of a faulty water meter report. Ms. Hall asked what kind
of qualifications the meter readers have to read the meters and how the amount
of usage is billed. The Mayor stated he would be out in her neighborhood
investigating the meters.
The Mayor also extended another invitation to the group to present a water
presentation and talk extensively about the water issues and concerns they
have. If after the presentation they have not gotten their questions answered by
the Mayor or staff, he asks that they come back to Council and let them know.

a. Ordinance No. 910 Local Improvement District No. 2 Bond, 2009 -Grant
Beck explained that Ordinance No. 910 establishes a bond for permanent
financing for the Killion Road Local Improvement District. Mr. Beck asked that

Ordinance No. 910 be continued at a special meeting Friday, September 25,
2009 at 4:00 p.m. at the same location because the City has not heard back
from USDA on the guarantee of the loan from Thurston First Bank. Mr. Beck
gave background on the Local Improvement District. Ordinance No. 910
authorizing the issuance and sale of a local improvement district No. 2 bond in
the principal amount of $10,139,000, providing the form, terms, conditions and
covenants of said bond, providing for the sale thereof, and providing for the
disposition of the proceeds of the sale. The City Council created Local
Improvement District No. 2 (Killion Road LID) by Ordinance No. 847 on June 14,
2006. The Council confirmed the assessment roll for the District in the manner
required by law in the amount of $10,487,000 on May 12, 2009, by Ordinance
No. 903. Of the total assessment roll, $347,383 was prepaid by property owners
within the LID boundaries. It is now necessary that the City issue its Local
Improvement District No. 2 Bond in the amount of $10,139,000, which is the
amount of the assessments unpaid. The adoption of Ordinance No. 910
effectively accepts a loan from Thurston First Bank in the amount of
$10,139,000, which will be used to repay the Bond Anticipation Notes used to
finance the construction of the Killion Road LID, along with financing costs.

10. Mayor and City Council Reports
Councilmember Miller would like to see staff investigate the faulty water meters;
they might still be under warranty.
Councilmember Baker attended the Intercity Transit Board meeting.
Councilmember Fetterly announced the Salmon Fest this Saturday, September
26, at 10:00 am at the Nisqually River Refuge.
Mayor Harding had nothing to report.
