496 TransFacCredit KillionLID CITY OF YELM RESOLUTION NUMBER 496 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF YELM, WASHINGTON ESTABLISHING A TRANSPORTATION FACILITIES CHARGE CREDIT FOR THOSE PROPERITES WITHIN THE KILLION ROAD LOCAL IMPROVEMENT DISTRICT WHEREAS, the City Council of the City of Yelm adopted Ordinance Number 847 on June 14, 2006, ordering street improvements on Killion Road, Tahoma Boulevard Yelm Avenue West and creating Killion Road Local Improvement District ("Killion Road LID"); and WHEREAS, the improvements within Killion Road LID have now been completed and the assessment roll for Killion Road LID has been filed with the City Clerk; and WHEREAS, the cost for the improvements within the LID were $10,478,617; and WHEREAS, the improvement of Yelm Avenue West and Killion Road were projects listed on the Yelm Six Year Transportation Improvement Program (STIP); and WHEREAS, these costs of these improvements were 41 percent of the entire STIP when the project was initiated; and WHEREAS, 41 % of the Traffic Facilities Charge at the time the project was initiated was $564 per peak PM trip; NOW, THEREFORE, BE IT RESOLVED by the City Council Of the City of Yelm, Washington that the properties within the boundaries of the Killion Road Local Improvement District be credited $564.00 per peak PM trip against the most current Traffic Facilities Charge (TFC) in place at the time the TFC is levied at building permit issuance, provided that the building permit application subject to the TFC is deemed complete within fifteen (15) years from the date of this resolution.
