04-08-08 Minutes YELM CITY COUNCIL REGULAR MEETING TUESDAY, APRIL 8, 2008 MINUTES PUBLIC SAFETY BUILDING 1. Call to Order-Mayor Harding called the Meeting to Order at 7:30 pm. 2. Roll Call -Present: Joe Baker, Bob Isom, Mike McGowan, Don Miller, John Thompson and Russ Hendrickson. Pat Fetterly was excused. 3. Agenda Approval 8-33 MOTION BY BOB ISOM APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations -none scheduled. 5. Public Comment- Diana Crimi, a Pierce County resident commented on the dog pound at the Public Works building. Ms. Crimi feels that more could be done to place the dogs in homes through adoption so that they don't go to Thurston County Animal Control to be euthanized. Signage and information books with the available dogs could be placed throughout Yelm to educate the community. She would also like to see the 5 day holding period increased to allow volunteers to place the animals in a home. The Mayor stated he had met with Ms. Crimi regarding this issue and will discuss this matter with the council in the near future. 6. Consent Agenda a. Minutes; March 25, 2008 Regular Council meeting b. Payables: Checks 34034-34163, Totaling $926,731.60 c. Park Use Requests: YCP, Yelm Lions, Prairie Days, June 29, 2008, open to the public. 8-34 MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearings- none scheduled. 8. New Business a. Thurston County Intergovernmental Agreement for 2008 Solid Waste and Hazard Plan. Scott Schimelfenig from Thurston County explained the agreement and recommended that the City enter into this intergovernmental agreement and appoint a representative to represent the City in preparing the 2008 Thurston County Comprehensive Solid Waste Management Plan and the Local Hazardous Waste Plan on the Solid Waste Advisory Committee. Gerald Tousley with the Thurston County Health Department explained the growing need for a hazardous waste plan. State law requires jurisdictions to review plans every five years. 8-35 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN AND ENTER INTO THE THURSTON COUNTY INTERGOVERNMENTAL AGREEMENT FOR 2008 SOLID WASTE AND HAZARD PLAN. CARRIED. b. Bar Cinco Cabaret License Application. Bob Isom stated he would like to see approval documentation from the police department on cabaret licenses. 8-36 MOTION BY BOB ISOM TO APPROVE THE CABARET LICENSE FOR BAR CINCO. CARRIED. lam/city council/2008 Page 1 of 2 9. Old Business a. 2008 Rules & Regulations, Longmire Community Park Field. Shelly Badger stated this was a follow up from the discussion at the last Study Session and asked for approval from the Council on the updated 2008 Rules and Regulations Field Use Agreement. 8-37 MOTION BY JOE BAKER TO APPROVE THE 2008 RULES 8~ REGULATIONS FIELD USE AGREEMENT. 10. Mayor and City Council Reports Councilmember Baker attended the Intercity Transit meeting and they are still working on ways to improve the ridership in South County. Councilmember Isom attended Thurston Regional Planning Council last Friday where implementing monthly roundtables for brainstorming was discussed. Councilmember McGowan attended the Thurston County Home Consortium meeting. Councilmember Thompson attended the Chamber of Commerce meeting and will be attending the Transportation Policy Board Committee where he will give his resignation due to the time and location of the meetings. Mayor Harding offered to attend those meetings. Councilmember Hendrickson attended the Thurston County Solid Waste Advisory Committee meeting. Mayor Harding attended the Thurston County Mayor's Forum for the luncheon. He also attended the Yelm Emergency Operations Board meeting and the Nisqually Tribe Two Percent Committee (NTTPC). The NTTPC will be presenting money to the Yelm Senior Center at the Awards dinner on April 24 at 6:OOpm. The Mayor gave a presentation at the Chamber on the level of service regarding the traffic in Yelm. The City will have a booth at the Home and Garden Show this weekend at the Yelm High School. 11. Executive Sessions -none scheduled 12. Correspondence provided for review included AWC, Small City Round-up-What's on Your Mind? Training opportunity in Tenino, May 28, 2008. Comcast, Cable Franchise, annual filing of rate adjustments, April 1, 2008 for a July 1, 2008 increases. 13.
