MINUTES
TUESDAY, SEPTEMBER 9, 2008
1. The Mayor called the meeting to order at 7:30 p.m.
2. Roll Call: Present; Don Miller, Joe Baker, Bob Isom, Mike McGowan, John
Thompson and Russ Hendrickson. Excused: Pat Fetterly
3. Agenda Approval
8-89 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED.

4. Special Presentations -none scheduled
5. Public Comment
Seth Tuininga, Mtn View Road, invited Council and the citizens of Yelm to join
him on September 13, 2008 following the Patriot's Day Celebration in the Yelm
City Park. He is working on his Boy Scouts of America Eagle Project by serving
the community and painting the fire hydrants with the help of community
volunteers. He provided information handouts to encourage volunteers to help
paint on that day.

8-90 MOTION BY BOB ISOM TO REMOVE THE PARK USE REQUEST FROM THE
CONSENT AGENDA PENDING STAFF REVIEW FOR THIS TYPE OF PARK
USE AND APPROVE THE CONSENT AGENDA AS AMENDED. FURTHER,
THAT THE APPROVAL BE GRANTED IF THIS USE IS ALLOWED. CARRIED.

9. Old Business. There is no old business.
10. Council and Mayor
Councilmember Isom attended Teamsters meeting and Thurston Regional
Planning Commission meeting. In the meeting they discussed the topics of Land
Use, GMA, Transportation and Water issues on a regional level to take to the
Legislature. He asked for direction from staff for a list of projects to take to TRPC
to create a comprehensive package to take to the Legislature for the upcoming
session. Council was directed to send regional project ideas to Cindy Teixeira

early in the week of 9/15/08, who will then forward them to fhe City
Administrator. Shelly Badger would like to see further progress on the projects
already funded, including the 510 Loop Project.
Councilmember McGowan attended the HOME Consortium sub committee
meeting where they funded 9 of the 15 proposals for a total of $224,000. There
were no proposals received from the South County for their consideration.
Councilmember McGowan commented on hearing the success stories from the
providers shared during the public comment period.
Councilmember Hendrickson attended the Solid Waste Advisory Committee
meeting and reported that the latest addition to recycle program will include food
waste. This has been well received in Olympia and Lacey and will be available
soon.
Mayor Harding reviewed an update of projects currently in progress including:
Museum project, Yelm Ave West, Trail project, Water Line to Longmire Park and
sidewalk and extended turn lane at Ridgeline school.
11. Executive Session -none scheduled
12 Correspondence included: Thurston Council on Cultural Diversity and Human
Rights; 2008 Human Rights Awards Application and Nomination form,
Celebrating Diversity 2009 Calendar Questionnaire and the Agenda of
September 8, 2008. Seth Tuininga provided a handout regarding his Eagle Scout
project.
