10-22-08 SS Minutes YELM CITY COUNCIL STUDY SESSION MINUTES
WEDNESDAY, OCTOBER 22, 2008 5:00 P.M.
Mayor Harding called the meeting to order at 5.10 pm
Present: Don Miller, Joe Baker, John Thompson and Russ Hendrickson. Staff; Shelly
Badger, Grant-Beck, Stephanie Ray, Chief Todd Stancil, Adam Wood and Maryam Olson.
Guest; Brown and Caldwell
Presentations: SECTOR; Electronic Collision and Ticketing Online. Adam Wood and
Maryam Olson presented the efficiency advantages and cost saving features of the
SECTOR program now being used by the YPD for issuing tickets electronically and
investigating accidents and other police reporting. Adam Wood received the training and
then trained the officers to use the system. Adam Wood and Jim May further saved by
installing the units in the vehicles tying into their Mobile Computer Units. Information is
scanned at the scene and forwarded immediately to the state run program as well as the
officer's supervisor. Depending on the incident, it will be electronically submitted to the
Department of Licensing. Records are then accessible to the Yelm Court as well as the
parties involved. System is well received by the Officers, Staff and Court staff for ease,
efficiency, filing, and access to centrally located information.
Stephanie Ray provided a Water System Plan Update for Initial Capital Improvement
Plan for 2009-2014. The information included expansion of infrastructure as Yelm grows,
addition of; SW Yelm well, water reservoir, water treatment building, and replacement of
some existing lines and new water lines. Proposed timeline and cost estimates were
discussed as well as what it will mean to future rates.
Grant Beck updated Council on Adam's Cove appeal regarding Growth Management. He
also updated the Council on the Judge's opinion on the JZ Knight lawsuit regarding water
rights. Both sides will restate the Judge's order explaining the determination, who will then
sign off on the decision. At this time, the two interpretations are far apart on what the
original order states.
Clerk presented need for clarification of meeting schedule.
CONCENSUS TO RESCHEDULE THE NOVEMBER 11 REGULAR MEETING TO
WEDNESDAY, NOVEMBER 12, 2008; SCHEDULE STUDY SESSION FOR DECEMBER
3, 2008 AND CHANGE START TIME OF REGULAR MEETINGS TO 7:00 PM WITH THE
EFFECTIVE DATE OF JANUARY 1, 2009.
Councilmembers asked for update on the collection of utility deposit and concerns for
traffic issues: speed sign down on Yelm Ave LID project and need for turn arrow light at
Yelm Ave E and Van Trump. (This portion of highway is under the jurisdiction of the State)
