10-28-08 Minutes YELM CITY COUNCIL MEETING MINUTES TUESDAY, OCTOBER 28, 2008 1. The Mayor called the meeting to order at 7:30 p.m. 2. Roll Call: Present; Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson. 3. Agenda Approval 8-96 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. • CARRIED. 4. Special Presentations -none scheduled 5. Public Comment. Steve Klein, Thurston County, read from his letter to Mayor Harding and the Council. He provided his reaction to the City of Yelm Press Release regarding Judge Wickham's opinion on JZ Knight's request to overturn preliminary land use approvals for five subdivisions in the City. He questioned the level of understanding and responsibility of the Mayor, Council and staff of the City of Yelm based on the City's press release and the news report printed in the Nisqually Valley News. His interpretation was far different from the press release or the report in the NVN. Mayor Harding responded that the NVN was given the Judge's opinion letter for their reporting. 6. Consent Agenda a. Minutes- October 14, 2008 Regular Meeting, October 11, 2008 Budget Work b. Payables, Checks 35640-35720, Totaling $1,181,431.45 c. Financial Report; none d. Park Use Requests-none 8-97 MOTION BY PAT FETTERLY APPROVING THE CONSENT AGENDA AS PRESENTED. CARRIED. 7. Public Hearings - none scheduled 8. New Business. a. Teamsters Local #252 Contract, Yelm Police Department, January 1, 200-December 31, 2011. Shelly Badger was part of the team along with Councilmember Isom and Chief Todd Stancil to negotiate the new contract for 2009-2011 using the parameters discussed with Council. The agreement governs the wages, hours and working condition for the Yelm Police Department. Officers ratified the contract after meetings with the Union and the shop steward. 8-98 MOTION BY PAT FETTERLY AUTHORIZING MAYOR HARDING TO SIGN THE AGREEMENT BETWEEN THE CITY OF YELM AND GENERAL TEAMSTERS LOCAL NO. 252, GOVERNING WAGES, HOURS AND WORKING CONDITIONS FOR MEMBERS OF THE YELM POLICE DEPARTMENT FOR JANUARY 1, 2009 -DECEMBER 31, 2011. Yelm Planning Commission Appointment Mayor Harding presented his recommendation for the vacant seat on the Planning Commission after receiving and reviewing 2 applications. 8-99 MOTION BY BOB ISOM CONFIRMING THE MAYOR'S APPOINTMENT OF GLEN NUTTER TO FILL THE VACANCY ON THE YELM PLANNING COMMISSION. CARRIED. 9. Old Business- none 10. Council and Mayor Councilmember Baker reported from Intercity Transit that their budget does not allow for new buses at this time. Councilmember Fetterly attended Nisqually River Council meeting. Councilmember Thompson reported from Regional Fire District Meeting where they are currently working on a timeline for planning. Mayor Harding attended Yelm Transportation Committee meeting. 11. Executive Session. -none scheduled 12 Correspondence included Thurston Regional Planning Council Pre-Agenda of November 7, 2008. Steve Klein provided text of his comments during Public Comments period. Council agreed by consensus to support the Girl Scouts request fo sale cookies February 27 through March 75, 2009. Councilmember Fetterly provided correspondence from Bryan Bowden, Community Outreach Planner, Mt. Rainier Ntl. Park Letter was regarding grant application for possible expansion of Lewis Mtn Transit to add summer transit service to include visitor stops including; Ashford and Yelm. 13.
