11-24-09 Minutes YELM CITY COUNCIL REGULAR MEETING TUESDAY, NOVEMBER 24, 2009 MINUTES 1. Call to Order -Mayor Harding called the meeting to order at 7:00 p.m. 2. Roll Call: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson. 3. Agenda Approval 9-095 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations- none scheduled 5. Public Comment -Mayor Harding called for Public Comment. 6. Consent Agenda a. Minutes; Regular Meeting; November 10, 2009 b. Payable Checks 52372-52442, totaling $171,158.25 c. Park Use Requests -Tim Peterson YCP, Project Tornado, December 12-05-09 during Christmas in the Park, Skateboard Park and adjacent 2"d Street (closure of 2"d Street from Skateboard Park to Mosman) ,Sam-5pm 9-096 MOTION BY PAT FETTERLY APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearing- Revenue Sources and Setting Property Taxes for 2010 Mayor Harding opened the public hearing at 7:02 pm. Sue Davis updated council on the requirement to review the revenue sources and set property tax levy each year. Property owner's assessment of ten-cent increase per thousand of assessed value. Steve Klein, Piesner Road, Thurston County, stated that his analysis of 2009 budget has proved accurate and speculated that 2010 will be equally challenging requiring City of Yelm to aggressively reduce expenses. Further, pointed out the economic impacts related to events locally, closing of Saars market, Thurston Highland default, water system plan and significant legal bills, as well as state and national trends. Mr. Klein honored Pat Fetterly with a thank you for her public service to the community and wished her well at the end of her Council position term. Mayor Harding closed the public hearing at 7:08 pm 8. New Business a. Ordinance No. 916, Ad Valorum, Setting Property Tax Rate. 9-097 MOTION BY BOB ISOM ADOPTING ORDINANCE No. 916 RELATING TO FINANCE AND SETTING THE AMOUNT FIXED AS AD VALOREM FOR THE REGULAR LEVY OF PROPERTY TAX NECESSARY TO RAISE REVENUES FOR ESSENTIAL EXPENDITURES FOR THE CITY OF YELM FOR THE FISCAL YEAR 2010. CARRIED H/council/11-24-09 ~ Pae 1 of 3 b. Thurston Climate Action Team Grant Beck updated Council on a directive from a study session presentation to move forward with participation in support for the Thurston Climate Action Team along with other agencies. Grant Beck introduced Michael Cade, Thurston County Economic Development Council, Executive Director. He provided an overview of the partnership with the Action Team to attract energy efficient development to Thurston County and use the tools for future development. Mr. Cade introduced Tom Campbell, acting Director of the Action Team who continued with further explanation of the services provided to bring together the resources with the need to improve energy efficiencies in Thurston County. The plan includes cooperative efforts between energy providers, vendors, financial institutions, government agencies, and stimulus funds partnered with the citizens and businesses with direction from the Action Team. The scope of the plan includes a wide array of practical improvements available to owners including; energy audits, up to date technology improvements from storm windows to solar power in their homes. It would also stimulate job opportunities and training in this area for businesses and contractors as well as increased value to homeowner's property through lower energy costs and low interest loans for those improvements. 9-98 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN AMENDMENT #1 IN THE AMOUNT OF $2,500 TO THE SERVICE PROVIDER AGREEMENT BETWEEN THE CITY OF YELM AND THURSTON COUNTY ECONOMIC DEVELOPMENT COUNCIL FOR COMMUNITY ENERGY EFFICIENCY SERVICES. CARRIED. 6 YEAH, 1 ABSTAIN; COUNCILMEMBER ISOM WAS NOT IN ATTENDANCE AT THE STUDY SESSION PRESENTATION. C. Natural Hazards Mitigation Plan for the Thurston Region Todd Stancil reviewed the staff report asking council to adopt Thurston Regional 5 year plan. Chief Stancil has been working with staff, improving the proposal to the state and federal level for approval. Plan requires updating each five years, identifying city owned property that is most vulnerable to hazard of earthquake, landslide, Lehar and or flooding. Placement on the plan provides the opportunity for future grant funding. 9-99 MOTION BY JOE BAKER APPROVING RESOLUTION No. 504 IN SUPPORT OF THE NATURAL HAZARDS MITIGATION PLAN FOR THE THURSTON REGION. CARRIED. 9. Old Business Palisades West Update (tabled from 11-10-09} Tim Peterson reported that plans have been submitted to the Department of Health from work proposed by the engineers. 9-100 MOTION BY BOB ISOM TO TABLE THE PALISADES WEST PLAT AMENDMENT NO LATER THAN THE FIRST MEETING IN JANUARY UNTIL INFORMATION IS AVAILABLE FROM THOSE PARTIES CURRENTLY WORKING ON PROPOSED SOLUTIONS. H/counciVl1-24-09 Page 2 of 3 10. Mayor and City Council Reports Councilmember Baker reported that the Senior Center's Tree of Life fundraiser was successful in improving their finances. Future project is to add a lift to their 8-passenger van. Attended the Intercity transit meeting. Councilmember Isom met with Representative Tom Campbell regarding Yelm transportation issues including the Yelm Loop project and the rail line service from Tacoma to Roy. Councilmember Thompson attended the Regional Fire Authority Meeting with Councilmember Hendrickson. Reported that the formation of the Authority will be on the February ballot. Inquires for information can be directed to him. Reported that the Fire District received a generous gift from J.Z. Knight. Mayor Harding invited Council to visit the Santa photo booth at Christmas in the Park Saturday, December 5th where city staff will be taking photos at the free event. Mayor Harding and Councilmembers recognized Councilmember Fetterly with gratitude and humor for her service to the community and the council during her term in office that expires December 31, 2009. 11.
