1. Call to Order -Mayor Harding called the Meeting to Order at 7:00 p.m.
2. Roll Call - Councilmembers present: Don Miller, Joe Baker, Bob Isom, Mike
McGowan, Pat Fetterly and Russ Hendrickson. Staff present: Shelly Badger,
City Administrator, Tim Peterson, Public Works Director, Grant Beck,
Community Development Director, Tami Merriman, Associate Planner and Lori
Mossman, Deputy City Clerk.

7. Public Hearings- Update to the City Comprehensive Plan -Mayor Harding
opened the Public Hearing at 7:02. Tami Merriman explained that the City is
required to plan under the Growth Management Act, a provision of which
requires that the City's Comprehensive Plan be reviewed every seven years
and, if needed, revise the plan to ensure that it is still consistent with the policies
of the Act. The Capital Facilities Plan element requires that we plan for the 20
year projected growth as well as a six-year plan that will finance such capital
facilities. A detailed study and traffic modeling was done by City staff, the Yelm
Transportation Committee, and the Thurston Regional Planning Council based
on the 2007 populations projections adopted by the City and the County. The
result of the modeling is 2 parts -One is the update to the transportation
system plan, with a new list of traffic improvements that accommodate the 20
year projected growth and the second is an updated 20 year transportation
improvement map and a bicycle map that must be adopted in to the Yelm
Comprehensive Plan. The Planning Commission recommends the council adopt
the proposed Transportation System Plan amendment, and the Comprehensive
Plan maps with a note that before the Y1 project is moved to the six year
transportation improvement plan, that further study be completed. Ordinance
907 would adopt the Comprehensive Plan Amendment changing the two maps
and also updating the 2009 Transportation System Plan.

Steve Klein, Yelm property owner would like the loop to be shown as divided
into two stages. He feels that the loop from Cullens Road to Wal-Mart should
not be on the Six Year Transportation Improvement Program (STIP), as there is
no construction funding. Councilman Bob Isom asked staff to clarify that if a
road project is not on the 6 year transportation improvement program, it cannot
be funded. Grant Beck confirmed, and stated he would address Mr. Klein's
concerns during the staff report for the six year transportation improvement
program public hearing. The Mayor closed the public hearing at 7:12 pm.
Six Year Transportation Improvement Program -Mayor Harding opened the
public hearing at 7:13 pm. Grant Beck, explained that the Six Year
Transportation Improvement Program (STIP) is the capital facilities document
that guides transportation funding for a six year cycle. The STIP is based on the
Yelm Comprehensive Transportation Plan and is the implementation document
for the overall plan. Projects that are not on the STIP are not eligible for State or
Federal funding, or the use of local Traffic Facilities Charges (TFC's). The six
year plan is required to be updated annually as projects are completed and new
priorities arise. Stage 1 of the Y3 has been funded and will go out for bids in
October of this year. Washington State Department of Transportation has
agreed to fund a couple of city enhancements of stage 1 including landscaping
of the roundabout and some utility extensions in the roadway. Phase II of the Y3
loop must remain on the STIP as the City is continually seeking funding for the
completion of the project. Normally the Traffic Facilities Charges would be
updated the same time the six year transportation improvement program is
adopted. However, additional traffic modeling based on the updated
Transportation Plan, if adopted by the City Council, will be required to determine
all the variables that go into the Traffic Facilities Charges (TFC's) formula. It is
recommended, that the TFC not be updated until the 2010-2015 STIP is
adopted next year. The Mayor closed the public hearing at 7:21 pm.
8. New Business -
a. Ordinance No. 907 Amending the Yelm Comprehensive Plan

YELM COMPREHENSIVE PLAN CONSISTENT WITH THE POLICIES OF
THE GROWTH MANAGEMENT ACT, AND ADOPT THE 2009
TRANSPORTATION SYSTEM PLAN UPDATE. MOTION CARRIED.
b. Resolution No. 500, 2009-2014 Six Year Transportation Improvement
Program
9-063 MOTION BY JOHN THOMPSON ADOPTING RESOLUTION NO. 500
ESTABLISHING THE 2009 TO 2014 YELM SIX YEAR TRANSPORTATION
IMPROVEMENT PROGRAM. MOTION CARRIED.
c. Waste Activated Sludge Collection and Hauling Septage Contract with the
City of Yelm and Drain Pro. Tim Peterson, Public Works Director stated that
the City is required to contract with a hauling company to provide the necessary
services for the City's septage and waste activated sludge. Drain Pro was the
lower bidder out of two bids. The contract has been reviewed by Brent Dille, City
Attorney.

9-064 MOTION BY PAT FETTERLY TO AUTHORIZE MAYOR HARDING TO SIGN A
TWO YEAR CONTRACT WITH DRAIN PRO FROM PUYALLUP,
WASHINGTON, FOR THE COLLECTION, HAULING AND DISPOSING OF
CITY'S SEPTAGE AND WASTE ACTIVATED SLUDGE. MOTION CARRIED.
d. Ordinance No. 908 Updating Yelm Municipal Code, Chapter 9.68 Relating
to Park Rules. Shelly Badger, City Administrator, went through the proposed
changes to the Park Rules made by Todd Stancil, Chief of Police, and the City
Council members at a previous study session. Currently, the Yelm Municipal
Code Park Rules include some outdated information. The changes have been
reviewed by the Police department, Public works, Administrative Departments
and the Yelm Parks Advisory Committee.

UPDATING THE YELM MUNICIPAL CODE (YMC), CHAPTER 9.68,
RELATED TO PARK RULES. MOTION CARRIED. COUNCILMEMBER
THOMPSON OPPOSED.
