06-24-09 SS Minutets YELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, JUNE 24, 2009 5:00 P.M. Mayor Pro-Tem Bob Isom called the meeting to order at 5.00 pm. Present: Don Miller, Joe Baker, Pat Fetterly, John Thompson, and Russ Hendrickson. Mike McGowan arrived at 5:20. Staff; Shelly Badger, Tami Merriman, Sue Davis and Grant Beck. Excused; Mayor Ron Harding. Agenda Approval MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. Presentations: Transportation Plan Update and the Six Year Transportation Program Overview. Tami Merriman provided an overview of the detailed traffic study and traffic modeling that was completed by staff, the Yelm Transportation Committee (YTC) and the Thurston Regional Planning Council based on the 2007 population projections adopted by both the City and the County. The model showed future traffic movement without any improvements as a base model, and future movement with 10 new proposed street connections. The model shows great improvement only when in conjunction with other improvements. The result of the modeling is 2 parts. One is a new list of traffic improvements. The transportation plan expands that list with a more detailed description of the projects, the need, constraints that may be faced and estimated cost. The second part if an updated 20 year transportation Map and Bicycle Map that must be adopted into the Comprehensive Plan. The City Council will hold a public hearing in July to adopt these two maps into the comprehensive plan. Six Year Transportation Improvement Program Overview. Grant Beck presented the annual update to the six year transportation improvement plan (STIP). The STIP shortens the list of improvements by projects that the city might expect to complete in the short term, (6 years as opposed to 2). Projects that were chosen were based on the greatest need, ease of construction. The STIP is also adopted by public hearing and will be heard in July along with the Comprehensive Plan update hearing. Mayor/Council Initiatives. Councilmember Mike McGowan expressed concerns on the graphics displayed on reader boards (electronic sign) located at various businesses. He believes that certain signs may be in violation of the Yelm Municipal Code. Community Development is looking into this issue.
