Foster Yelm City Council �/ r r.1924 WASHINGTON "Proudly Serving Our Community" STAFF REPORT From: Chad Bedlington, Public Works Director Date: June 28, 2019 (for July 9, 2019 City Council Meeting) Subj: 2020 - 2025 6 -Year Transportation Improvement Program (TIP) Attach: Resolution 600 Projects List Projects Map Recommendation Adopt Resolution Number 600 establishing the 2020 to 2025 6 -Year TIP for the City of Yelm. Background The 2020 to 2025 6 -Year TIP is the capital facilities document that guides transportation funding for a six-year cycle. The TIP is based on the Yelm Comprehensive Transportation Plan and is the `implementation' document for the overall plan. Projects that are not on the TIP are not eligible for State or Federal funding, or the use of local Traffic Facilities Charges (TFC's). Although it is a six-year plan, it is required to be updated annually as projects are completed and new priorities arise. The City is required to identify a 6 -year list of planned transportation projects by Section 35.77.010 RCW. The proposed project list (attached) this year was developed based on the current year (2019) work program and is fiscally constrained with local funding, secured grants, and planned grants through 2025. Current Situation Staff recommends adoption of the 2020- 2025 6 -Year Transportation Improvement Program (TIP) CITY OF YELM RESOLUTION NUMBER 600 SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, Section RCW 35.77.010 RCW requires the adoption of a six-year transportation improvement program; and WHEREAS, the adopted six-year transportation improvement program has been updated annually by the City Council; and WHEREAS, the City Council has determined that the proposal to update and amend the adopted six year transportation improvement program is consistent with the Comprehensive Plan and Transportation Plan; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm that the 2020 - 2025 six-year transportation improvement program attached to this resolution as Exhibit A is hereby adopted and that a copy of this resolution be filed with the Director of the Washington State Department of Transportation. Mayor JW Foster called the meeting to order at 6:00 p.m. Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey Wood, Joe DePinto, Terry Kaminski and Mayor JW Foster. 2. Agenda Approval 19-051 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY EJ CURRY. 7-0, MOTION CARRIED. 3. Special Presentations - none scheduled 4. Public Comment - Jo Wendi Karelja spoke about the intersection at Yelm Avenue and Bald Hills Road at the AM/PM. She would like a sign installed that states "no left turn into AM/PM". 5. Consent Agenda a. Added-Yelm City Park Request - Mermaid Festival - July 20, 2019. 19-052 MOTION BY TRACEY WOOD TO APPROVE THE CONSENT AGENDA WITH THE ADDITION OF THE MERMAID FESTIVAL CITY PARK REQUEST. SECONDED BY MOLLY CARMODY. 7-0, MOTION CARRIED. 6. New Business a. Public Hearing Six -Year Transportation Improvement Program (TIP) Mayor Foster opened the Public hearing at 6:09 pm. Public Works Director Chad Bedlington gave a presentation and explained the projects on the TIP. Council asked questions. No comments from the public. b. 2020-2025 Six -Year Transportation Improvement Program 19-053 MOTION BY MOLLY CARMODY ADOPTING RESOLUTION NO. 600, ESTABLISHING THE 2020 TO 2025 SIX-YEAR TIP FOR THE CITY OF YELM. SECONDED BY JOE DEPINTO. 7-0, MOTION CARRIED. Old Business - none scheduled UPDATES - City Administrator Michael Grayum - The Nisqually Valley BBQ Rally on July 61h was a great event along with the BMX competition and the Pump track demo. These events were well attended. The fencing will remain up at the Yelm City Park to protect the new sod grass that has been installed. Testing and training for the new Splash Pad will be done within the next few days and the park could be shut down intermittently during testing. The fences will all come down on July 19, 2019. 7-9-19 • The 2018 Water Quality Report has been published and sent out to our water consumers. • The Finance Committee meeting has been moved to August. • Michael Grayum represented Yelm at the Regional Housing & Infrastructure Forum on Monday in Bellevue sponsored by Association of Washington Cities. Councilmember Curry attended the Solid Waste Advisory Committee meeting, Prairie Days events, and Rotary bag packing for kids at the Senior Center and was a judge for the Nisqually Valley BBQ Rally. Councilmember Carmody attended the Prairie Days events and reminded everyone that the Seattle to Portland Bike Ride will take place this weekend. Councilmember Carmody would like to discuss Fireworks at the next Study Session. Councilmember Colt attended the Nisqually Valley BBQ Rally last Saturday. Councilmember Wood attended the Nisqually Valley BBQ Rally. Councilmember DePinto attended the Nisqually Valley BBQ Rally and the Homelessness Task Force will meet next Tuesday. Councilmember DePlnto stated that Seasonal employee Dillon Pflugmacher did a great job on Saturday helping at the event. Councilmember Kaminski attended the Yelm Planning & Economic Development Committee meeting, the Thurston Thrives meeting, the Prairie Days events, the Nisqually Valley BBQ Rally and the Yelm Chamber Member Appreciation Luncheon. Mayor Foster attended the community events and stated they were all awesome and they brought citizens together. Mayor Foster echoed Councilmember DePinto's remarks about Dillon Pflugmacher. There were approximately 2,000 people that attended the Prairie Days Parade on Saturday, June 29'°. Upcoming events include: the Mermaid Festival on July 20, 2019 at the Yelm City Park, Seattle to Portland Bike Ride this weekend and Jazz Festival at the Yelm City Park on August 2 & 3.
