STUDY SESSION MINUTES
THURSDAY, JULY 22, 2004
5:00 P.M., CITY HALL CONFERENCE ROOM
1. Mayor Rivas called the meeting to order at 5:00 PM
2. Roll Call
Present: Mayor Rivas, Don Miller, Joe Baker, Bob Isom, Pat Fetterly
Excused: Ron Harding
Staff Present: Shelly Badger, Grant Beck, Todd Stancil
3. Agenda Approval
Bob Isom moved to approve the agenda. Don Miller seconded and the motion carried 4-0.
4. Presentations
a. Todd Stancil presented the quarterly update of Police Department activity.
b. Grant Beck reviewed the new permit tracking system being implemented by the
Community Development Department and some of the analytical functions of the City’s
Geographic Information System.
5. Mayor/Council Initiatives
Councilman Isom indicated that some members of the community were concerned that Mayor
Rivas is representing the Council in the matter of the proposal submitted by the Finish Line
Committee to the International Speedway Corporation. Mayor Rivas stated that he has been very
clear in his conversations with citizens and the media that he is not representing the Council,
which would ultimately decide the master site plan, and was acting in his capacity as Mayor to
further economic development opportunities.
