07-02-2019YELM CITY COUNCIL STUDY SESSION TUESDAY, JULY 2, 2019 6:00 P.M. PUBLIC SAFETY BUILDING 206 MCKENZIE AVE SE YELM, WA 1. Mayor JW Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmembers: Terry Kaminski, El Curry, Tad Stillwell, Tracy Wood and Joe DePinto. Absent: Councllmembers Cody Colt and Molly Carmody. Staff present: City Administrator Michael Grayum, Community Development Director Grant Beck, Police Chief Todd Stancil, Sergeant Rob Carlson, Public Works Director Chad Bedlington and HR Specialist Karen Bennett. 3. a. TCOMM IGA and Bylaws Review Police Chief Todd Stancil presented a summarization of the original Intergovernmental Agreement for Communications Services which was signed by the City of Yelm In 2010. This contract is goad for 30 years and there is no change to the contract or any vote coming to Council regarding this agreement. Because of Senate Bill 5272, which Increases the maximum tax rate for the voter -approved local sales and use tax for emergency communications systems and facilities, part of the Senate Bill's requirement prior to It going to the voters is that each entity that is part of this contract, Including Yelm, has the opportunity to agree with or recommend any changes to the existing contract. Chief Stancil explained that this is just a verbal agreement, nothing formal or nothing signed. After this discussion I will email Keith Flewelling and will let him know that our Council is in support and does not have any recommended changes on the agreement. This Is all we are doing. We are not endorsing the sales tax hike and we are not changing the existing contract. Council members present agreed with the existing contract from 2010 and had no recommendations. 3. b. Annual 6 -Year Transportation Improvement Program (TIP) Public Works Director Chad Bedlington gave a presentation on the Annual 6 -Year Transportation Improvement Program (TIP). Updating the Council to provide ample time to review before the Public Hearing at the July 23, 2019 Yelm City Council meeting. 4. Mayors Report — Attended AWC Conference in Spokane and said it was one of the best conference presentations. Thanks to City staff and community members for a very successful Prairie Days Event. S. Council Initiatives Councilmember DePinto requested access to a City Hall conference room for a Homeless Task Force meeting on July 16, 2019.
