1. Mayor Foster called the meeting to order at 6:00 p.m.
Roll Call Present: EJ Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey
Wood and Joe DePinto.
19-006 MOTION BY TAD STILLWELL TO EXCUSE TERRY KAMINSKI FROM THE
MEETING. SECONDED BY JOE DEPINTO. 6-0, MOTION CARRIED.
2. Agenda Approval
19-007 MOTION BY MOLLY CARMODY TO APPROVE THE AGENDA AS PRESENTED.
SECONDED BY TAD STILLWELL. 6-0, MOTION CARRIED.

Youth Council Proclamation
Mayor Foster read Resolution No. 597, Support for School Bond
19-008 MOTION BY JOE DEPINTO APPROVING RESOLUTION NO. 597. SECONDED
BY EJ CURRY. 6-0, MOTION CARRIED.
4. Public Comment
Brian Wharton, Yelm Community School Superintendent thanked the Mayor and
Council for their continued support for the School Bond and thanked them for the
Resolution.
Sandra Manwiller, Citizens for Yelm Schools Co-chair also thanked the Mayor and
Council for their ongoing support for the upcoming School Bond and updated
Council on upcoming proposed changes in Legislature for schools.
Mary Shockman thanked the Mayor and Council for the Human Trafficking
Proclamation from the last meeting and updated them on trafficking data.

19-010 MOTION BY TRACEY WOOD TO APPROVE THE 2019 LODGING TAX
ADVISORY COMMITTEE AWARD RECOMMENDATIONS. SECONDED BY EJ
CURRY. YES -CURRY, CARMODY, COLT, STILLWELL AND WOOD. NO-
DEPINTO. 5-1, MOTION CARRIED.

8. UPDATES -

• Our awesome community has created a program to assist furloughed
employees with gas cards.
• New website Is now up and running, please check it out.
• The City has an open position for a Water Operator.
• Nisqually Watershed Plan has been updated.
• South Puget Sound Community College will be holding extension classes at
the Yelm Community Center.
• Stacy Field, Crime Prevention Officer will be the staff person assigned to
the Homelessness Task Force. First meeting is January 29, 2019 at 5:30
Pm.
• The Pacific West Athletic Center will give a presentation at the February 5,
2019 Study Session.
• Michael Malek, the new Accounting Assistant was introduced as the newest
member of the Yelm Team.
Councilmember Curry attended the Yelm Public Safety Committee meeting, the
Yelm Finance Committee meeting and the South East Thurston Fire Authority
meeting.
Councilmember Carmody attended the Yelm Finance Committee meeting, the
Intercity Transit Authority meeting, the Nisqually River Council meeting and
attended a presentation by a furloughed LISGS employee on the sediments and
the health of the Nisqually Delta. The Council Retreat is scheduled for February
23, 2019 in Olympia.
Councilmember Colt attended the Thurston County Emergency Services
meeting.
Councilmember Stillwell attended the Yelm Public Safety Committee meeting,
the Yelm Emergency Operations Board meeting and the taw and Justice Council
meeting.
Councilmember Wood attended the Yelm Public Works Committee meeting and
the Transportation Policy Board meeting.
Councilmember DePinto attended the Yelm Public Safety Committee meeting,
the South Thurston Economic Development Initiative meeting and will be
attending the Economic Development Council meeting for Councilmember
Stillwell.
Mayor Foster attended the Thurston County Chamber and gave the State of the
Community Address with the other Mayors, the Community Investment
Partnership meeting, the Safety Series at Yelm Community Schools, a meeting in
Tenino who is partnering with their school district and the utility company to
create a non-profit program and educate students on clean energy, Leadership
Awards of Thurston County and furloughed employees with the proper
identification will receive gas cards and if they need assistance paying their
water/sewer bill, the city will work with them to set-up a payment program during
the government shut down. Mayor Foster stated there are now defibrillators at
our schools and the Yelm Police Officers have received training and will carry
Narcan to assist in life saving events.
