Mayor JW Foster called the meeting to order at 6:00 p.m. Roll Call Present: Molly Carmody, EJ Curry, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. James Blair was absent. 20-076 MOTION BY MOLLY CARMODY TO EXCUSE JAMES BLAIR FROM THE MEETING. SECONDED BY TRACEY WOOD. 6-0, MOTION CARRIED. 2. Agenda Approval 20-077 MOTION BY TRACEY WOOD TO APPROVE THE AGENDA AS PRESENTED. SECONDED BY EJ CURRY. 6-0, MOTION CARRIED. 3. Special Presentations - none scheduled 4. Public Comment - no comments 5. Consent Agenda- none scheduled 6. New Business - a. Public Hearing - 2021 Six Year Transportation Improvement Program Mayor Foster opened the Public Hearing at 6:04 p.m. Community Development Director Grant Beck and Public Works Project and Program Manager Pat Hughes gave a presentation. No comments from the public. Mayor Foster closed the Public Hearing at 6:10 p.m. 20-078 MOTION BY MOLLY CARMODY TO ADOPT RESOLUTION NO. 606 ESTABLISHING THE 2021-2026 SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM. SECONDED BY TERRY KAMINSKI. 6-0, MOTION CARRIED. b. Ordinance No. 1066, Term Limits 20-079 MOTION BY MOLLY CARMODY TO CONTINUE ORDINANCE NO. 1066 TO THE AUGUST 25, 2020 MEETING. SECONDED BY JOE DEPINTO. 5-1 (CURRY-NO), MOTION CARRIED. 7. Old Business - none scheduled 8. UPDATES - City Administrator - Michael Grayum • The Mill Road Sidewalk Improvement Project is moving along and should be completed by Friday, August 14. • Mosman Avenue project costs came in on budget. • The Boys and Girls Club will be using the entire old City Hall building. • The General Government Committee has completed an update to Appendix 7- Committee Assignments of the Mayor/Council Protocol Manual and is posted on our website. The Mayor/Council Protocol Manual will be brought to the October Study Session for input from Council to work on. • State Representatives Andrew Barkis and JT Wilcox are scheduled to attend the next Council meeting to give updates along with the Thurston County Regional Transportation Council who will be giving a presentation. August 11, 2020 Page I 1 • We have received the contract with the Department of Commerce and are working on preparing reimbursements. • Our Water Revenue Refunding Bonds were sold on the market today. Our credit rating remains A+ but the amount that we will save over 20 years has tripled. Councilmember Carmody will be attending the Finance Committee meeting and Public Works Committee meeting on Thursday. Councilmember Carmody attended Intercity Transit Authority meeting. Councilmember Curry attended the General Government Committee meeting and will attend the Public Works Committee meeting on Thursday. Councilmember Curry also attended the Yelm Farmer's Market. Councilmember Stillwell attended the General Government Committee, the Yelm Chamber Virtual meeting and will be attending the Public Works Committee meeting on Thursday. Councilmember Stillwell missed the Community Development Committee meeting and the Emergency Management meeting was cancelled. Councilmember Wood stated the TCOMM meeting was cancelled and he is out of town. Councilmember DePinto attended the Community Development Committee meeting and will be attending the Public Works Committee meeting on Thursday. Councilmember DePinto also attended the ground breaking of the Nisqually Tribe Elders Facility and the Yelm Chamber Virtual meeting. Councilmember DePinto hopes to have a joint meeting with the Nisqually Tribe in the future. Councilmember Kaminski attended the Community Development Committee meeting and will attend Yelm Finance Committee meeting on Thursday. Mayor Foster attended the Yelm Chamber Virtual meeting. Today was Tadence Rupert's last day of the Summer Intern Program sponsored by the Yelm Community Schools and the Pack Mountain Workforce Development. The Yelm Police Department assisted Thurston County Sheriff's Office on a call and was later thanked by the subject's mother who was very appreciative of the Yelm PD professionalism. Today is the 130th Anniversary of Fay Fuller's crest of Mount Rainier. 9. Executive Session - At 6:53 p.m. Mayor Foster announced that Council and selected staff would go into an Executive Session for up to 45 minutes for the purpose of discussing upcoming Collective Bargaining Agreements with the FOP and Teamsters Unions. At 7:18 p.m. Mayor Foster announced that the Executive Session has ended and reconvened the regular meeting. 20-080 MOTION BY JOE DEPINTO TO ADJOURN. SECONDED BY TRACEY WOOD. 6-0, MOTION CARRIED. 10.
