1. Mayor JW Foster called the meeting to order at 6:03 p.m.
Roll Call Present: James Blair, Molly Carmody, EJ Curry, Tad Stillwell, Tracey
Wood, Joe DePinto and Terry Kaminski.

ADOPT RESOLUTION NO. 607 AUTHORIZING APPLICATION TO THE
WASHINGTON STATE RECREATION AND CONSERVATION OFFICE FOR A
GRANT TO DESIGN AND CONSTRUCT PHASE 2 OF THE YELM PRAIRIE LINE
REGIONAL TRAIL. SECONDED BY JAMES BLAIR. 5-2 (NO-TRACEY WOOD &
JOE DEPINTO). MOTION CARRIED.

20-084 MOTION BY MOLLY CARMODY AUTHORIZING MAYOR FOSTER TO SIGN
ORDINANCE NO. 1066, REQUIRING TERM LIMITS FOR MAYOR AND
COUNCILMEMBERS. SECONDED BY JOE DEPINTO.
Discussion followed.
Councilmember James Blair called for the question to end discussion. Council
unanimously voted to end the discussion.

8, UPDATES -
City Administrator - Michael Grayum
• A detailed Budget Calendar will be provided at the next meeting.
• COVID-19 funds through the CARES ACT RELIEF ACT has been expended to
local businesses and a report will be provided to Council soon. We are working
with the Department of Commerce for reimbursement.
Restoration of the Water Tower will be starting next week.
• The Mill Road Sidewalk Improvement Project is complete.
• We ended the contract with City works for public works software and will be
moving to Dude Solutions.
• Public Works Director Cody Colt has been doing research on contracting with
Thurston County Animal Control for their services.
• We are looking into a Fleet management Repair & Replace program.
• The School Resource Officer contract with Yelm Community Schools will be
reduced due to no in person classes this year.
• We continue to work on Water Rights.
• We continue to work on a COVID Response Plan.
Councilmember Carmody attended the Finance Committee meeting, the Public
Works Committee meeting and the Intercity Transit Authority meeting.
Councilmember Curry attended the Public Works Committee meeting and
reported the Senior Center held their "Open Air Swap Meet" a couple of weeks
ago.
Councilmember Stillwell attended the South Thurston Economic Development
Initiative meeting and the Public Safety Committee meeting.
Councilmember Wood attended the Public Safety Committee meeting.
Councilmember DePinto attended the Public Works Committee meeting and
reported that the Nisqually Indian Tribe opened their 2020 charitable funds grant
program for applications.
Councilmember Kaminski attended the Yelm Finance Committee meeting, a
joint Nisqually River Council and Mount Rainier National Parks System meeting.
Mayor Foster attended several Association of Washington Cities Webinars, one
on Racial Equity. Budget talks have been initiated with the Management Team and
they present their department presentations at future meetings. The Community
Investment Partnership duties have now been taken over by Regional Housing
Council, which will have many different entities involved. Mayor Foster attended a
webinar put on by the Department of Commerce to learn more about the
reimbursement process. We are partnering again with Blood Works Northwest at
the Yelm Community Center on October 1st and god
