Mayor JW Foster called the meeting to order at 6:00 p.m. Roll Call Present: Molly Carmody, EJ Curry, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. Absent James Blair. 20-106 MOTION BY JOE DEPINTO TO EXCUSE JAMES BLAIR FROM THE MEETING. SECONDED BY MOLLY CARMODY. 6-0, MOTION CARRIED. 2. Agenda Approval 20-107 MOTION BY MOLLY CARMODY APPROVING THE AGENDA AS PRESENTED. SECONDED BY TRACEY WOOD. 6-0, MOTION CARRIED. 3. Special Presentations - none scheduled 4. Public Comment - Larry Leveen, Forever Green Trails Executive Director congratulated the City of Yelm on their high ranking on the grant project submitted for the Yelm Prairie Line Trail. Go to forevergreentrails.org to learn more about the project and take the online survey before November 14, 2020. Bethany Ryan spoke about the high utility bill she received last month. Caesar Salvador spoke about the unusually high utility bill received last month. 5. Consent Agenda- September 8 & September 22, 2020 Minutes 20-108 MOTION BY EJ CURRY APPROVING THE CONSENT AGENDA. SECONDED BY TERRY KAMINSKI. 6-0, MOTION CARRIED. 6. New Business - a. Professional Services Agreement - Yelm Education & Innovation Center 20-109 MOTION BY TERRY KAMINSKI AUTHORIZING MAYOR FOSTER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH BCRA TO DEVELOP A CONCEPTUAL DESIGN FOR THE YELM EDUCATION & INNOVATION CENTER AND PREPARE A COST ESTIMATE FOR THAT DESIGN. SECONDED BY EJ CURRY. 5-1 (DEPINTO NO), MOTION CARRIED. b. Mayor Foster's Budget Presentation on the Preliminary Budget Finance Director Heidi MacDonald gave a presentation on the Preliminary Budget to Council and answered questions. 7. Old Business — none scheduled 8. UPDATES - City Administrator - Michael Grayum • The second round of CARES ACT Funding continues to be distributed to local businesses and we continue to work with the Department of Commerce for reporting requirements for reimbursement. October 13, 2020 Page I 1 • The Phase 2 Water Reclamation Facility (WRF) funding application has been submitted. The Public Works Director Cody Colt and the Public Works Committee have been researching a surcharge study and the study has been completed by FCS. A proposal for the Council's consideration will be coming to a future meeting. • An employee appreciation drive through luncheon is scheduled for this Thursday at the Yelm Community Center. • The Annual National Great Shakeout Event is Thursday, October 15 at 10:15 am. • The Police Department is recruiting residents to serve on an oversight committee based on the requirements of Initiative 940 to review any excessive force events if any occur. • A virtual tour of the Water Reclamation Facility is scheduled for next week. • City Administrator Grayum thanked the Finance Committee members and city staff for their work on the proposed budget. Councilmember Carmody attended the Intercity Transit Authority meeting, the Yelm Public Works Committee meeting and will attend the Yelm Finance Committee meeting on Thursday. Councilmember Curry attended the SE Thurston Fire Authority meeting. The Senior Center held their first weekend of the scavenger hunt, which will continue the next two weekends and will hold their Fall Bazaar in November. Councilmember Curry will attend the Medic One meeting next week. Councilmember Stillwell attended the Yelm Planning & Economic Development Committee meeting. Councilmember Stillwell thanked Councilmembers Curry and Wood and city staff for their help with the CARES ACT Funding distribution. Councilmember Wood will attend the Transportation Policy Board meeting tomorrow. Councilmember DePinto has met with citizens regarding their high utility bills and water rates, attended the Board of Directors of Economic Development Council (EDC) meeting and announced they will hold a virtual Real Estate Forum on October 21 from 11:00-12:30 pm with key speaker Matthew Gardner. Councilmember DePinto also attended Yelm Public Works Committee meeting and the Yelm Planning and Economic Committee meeting. Councilmember Kaminski attended the Yelm Planning & Economic Development Committee meeting and will attend the Yelm Finance Committee meeting on Thursday and the Nisqually River Council on Friday. Mayor Foster has been very busy working on the budget but found time to teach an online CPR and First Aid class for city staff. Mayor Foster attended the Regional Housing Council Funding Group meeting and the Yelm Chamber Candidate Forum. 9.
