10-27-2020VIRTUAL YELM CITY COUNCIL TUESDAY, OCTOBER 27, 2020 MINUTES 1, Mayor JW Foster called the meeting to order at 6:00 p.m. Roll Call Present: James Blair, Molly Carmody, EJ Curry, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. 2. Agenda Approval 20-111 MOTION BY EJ CURRY AMENDING THE AGENDA TO INCLUDE THE EXECUTIVE SESSION, DEPARTMENT PRESENTATIONS AND TO ADD 7. B. DISCUSSION ON MOVING THE NOVEMBER 3 STUDY SESSION TO NOVEMBER 4. SECONDED BY JAMES BLAIR. 7-0, MOTION CARRIED. 3. Special Presentations - Recognition of Service - Joe Rivera September 2020 Student of the Month - BreAnna Short 4, Public Comment - Cheryl Dance thanked the Mayor and Council for their service and asked for more information on the grant received for the Yelm Education and Innovation Center and the $10,000 budgeted for 10 new benches. Ms. Dance also discussed historical water rate increases and asked how that money is spent. 5. Consent Agenda - a. October 6, 2020 & October 13, 2020 Minutes b. Financial Report for September 2020 $1,509,653.02 20-112 MOTION BY MOLLY CARMODY APPROVING THE CONSENT AGENDA. SECONDED BY TERRY KAMINSKI. 7-0, MOTION CARRIED. 6, Executive Session - 20 Minute Executive Session to discuss Collective Bargaining Negotiations for the FOP and & Teamsters, per RCW 42.30.140 (4). (a & b). At 6:26 p.m., Mayor Foster announced that Council would go into a 20 minute Executive Session to discuss Collective Bargaining Negotiations for the FOP and Teamsters. At 6:47 p.m., the Clerk announced that another 10 minutes was needed for the Executive Session. At 6:51 p.m., Mayor Foster resumed the regular meeting. 7. New Business - a. 2021-2022 Biennial Budget- Public Hearing on Revenue At 6:52 p.m., Mayor Foster opened the Public Hearing on Revenue. Finance Director Heidi MacDonald gave a presentation on the proposed 2021-2022 Budget. Cheryl Dance cautioned the Mayor and Council to make sure they are considering Capital Projects and reserve funds. At 7:13 p.m., Mayor Foster closed the Public Hearing on 2021-2022 Biennial Budget on Revenue. 8. Old Business - none scheduled October 27, 2020 Page 1 1 UPDATES — City Administrator — Michael Grayum On October 28, 2020, there will be a Virtual Tour of the new Water Reclamation Facility at the Yelm Community Center from 4:00-6:00 p.m. Work continues on securing water rights. Great conversations with the two local tribes also continue concerning water rights. More information will be brought to a future Study Session. Councilmember Blair attended the Solid Waste Advisory Committee meeting and the Yelm Public Safety Committee meeting. Councilmember Carmody will attend the Intercity Transit Authority meeting next week. Councilmember Carmody was contacted by a citizen about changing the zoning of property located between NP Road and Railway. Councilmember Carmody would like to add this to the November 4 Study Session. Councilmember Curry attended the Yelm Farmers Market and is pleased that the Farmers Market will be open at least one weekend in November and December with limited hours. The Senior Center has extended their "Night of Horror" event. Councilmember Stillwell attended the Yelm Public Safety Committee meeting. Councilmember Wood attended the Yelm Public Safety Committee meeting and the Transportation Policy Board meeting: Councilmember DePinto will attend the Board of Directors of Economic Development Council meeting tomorrow. Councilmember Kaminski attended the Yelm Finance Committee meeting, the Yelm Planning & Economic Development Committee meeting, the Thurston Thrives Coordinating Council meeting and the Nisqually River Council meeting. Mayor Foster reported that Thurston Regional Planning Council will hold a Virtual Tour of their new building the first Friday in November at 8:00 a.m. Mayor Foster attended the virtual Risk Management Services Agency (RMSA) Expo and the Association of Washington Cities (AWC) "Cities on Tap" virtual meeting. 20-113 MOTION BY JOE DEPINTO TO ADJOURN TO AN INFORMAL BUDGET WORKSHOP FOR THE PUBLIC SAFETY PRESENTATIONS BY THE POLICE DEPARTMENT AND THE YELM MUNICIPAL COURT. SECONDED BY TAD STILLWELL. 7-0, MOTION CARRIED. 10. Adjourned at 7:37 p.m. BUDGET PRESENTATIONS GIVEN BY THE YELM POLICE DEPARTMENT AND THE YELM MUNICIPAL COURT.
