1. Mayor Foster called the meeting to order at 6:00 p.m
2. Present: Councilmembers: James Blair, Tad Stillwell, Tracey Wood, Joe DePinto and
Terry Kaminski.
Absent: Molly Carmody and EJ Curry. Joe DePinto left the meeting at 6:30 p.m. and
returned at 6:54 p.m.
Staff present: Community Development Director Grant Beck, Finance Director Heidi
MacDonald, City Administrator Michael Grayum, Public Works Director Cody Colt, Police
Chief Todd Stancil, Assistant Police Chief Rob Carlson and City Clerk & HR Manager Lori
Lucas.
3. a. 2019-2020 Budget Review and Adjustment
Finance Director Heidi MacDonald gave a presentation on the 2019-2020 Budget Review and
Adjustment and the 2021-2022 Biennial Budget Review and next steps.
3. b. 2021-2022 Biennial Budget Review
Overview presentation was given by Finance Director Heidi MacDonald. The 2021-2022
Biennial Budget will be on the agenda for the December 8, 2020 Council meeting for
adoption.
3. c. Capital Metro Independent Investigation Team (CMIIT)
Police Chief Todd Stancil and Assistant Police Chief Rob Carlson gave a presentation and
explained that with the passage of Washington State Initiative 940 in November of 2018
and SHB 1064 in 2019, incidents where the use of deadly force by a peace officer results in
death, substantial bodily harm, or great bodily harm require an independent investigation.
I-940 requires an independent investigation completely independent of the involved agency.
We have received seven applications from Community volunteers to staff this committee.
This will be brought to Council January 12, 2021 for adoption.
4. d. Legislative Agenda
City Administrator Michael Grayum presented a draft of State and Federal Legislative
Priorities for 2021-2022. The draft list also supports the legislative priorities for the
Association of Washington Cities (AWC), South Sound Military and Community Partnership
and Thurston Region Shared Legislative Partnership. Mr. Grayum asked Council to make any
edits or revisions and identify their top five priorities so the document can be updated. The
finalized Legislative Agenda will be on the Council Agenda for December B, 2020 for
adoption.
4. Mayors Report —
Mayor Foster stated that the Yelm City Park received a certificate from the "Best of
Nisqually" for Best Local Park and Best Venue and the Jazz in the Park was recognized for
Best Festival or Parade and Best Performing Arts. The Deschutes River was recognized as
the Best Fishing Spot and the Deschutes Falls as the Best Recreation Destination. The

community of Yelm voted for these winners. The Christmas in the Park spirit is still alive
even though this Is a very different year. Please visit the Christmas in the Park Facebook

S. Council Initiatives —
Councllmember DePinto asked about setting up a "safe space" outside of the Police
Department for exchanging children and online sales. Councilmember DePinto would like to
explore having a fireworks/laser show and maybe partnering with local businesses and the
Yelm Chamber of Commerce.
Councilmember Kaminski shared that Mossyrock passed an Ordinance to allow
businesses to remain open during the COVID shut down.
