08-04-2020YELM CITY COUNCIL STUDY SESSION TUESDAY, AUGUST 4, 2020 6:00 P.M. VIRTUAL 1. Mayor -Pro Tem Stillwell called the meeting to order at 6:01 p.m. 2. Present: Councilmembers: James Blair, EJ Curry, Tracey Wood, Joe DePinto and Terry Kaminski. Absent: Councilmember Molly Carmody. Staff present: Community Development Director Grant Beck, Public Works Director Cody Colt, Project & Program Manager Pat Hughes, City Administrator Michael Grayum, Executive Assistant & Customer Service Manager Kathy Linnemeyer and City Clerk & HR Manager Lori Lucas. 3. a. Project Updates Pat Hughes, Project & Program Manager gave brief updates on the top four projects. Project 1. Mill Road Sidewalk Project should be complete by the end of this week. 2. Cochran Park is in the Final Design Upgrades and the park will be closed during construction this winter. 3. Mosman Ave Phase 2 is moving along. The City is working on completing the land acquisition and construction is scheduled to start in spring of 2021. 4. Water Reclamation Facility (WRF) Phase 2 contract for design for the Blo-Dryer was approved by Council at the last meeting and the project is moving along quickly. Funding options are still be explored. 3. b. Water Reclamation Facility (WRF) Funding Options Cody Colt, Public Works Director provided a presentation on options discussed by the Public Works Committee. Some of the options are to charge a Sewer Surcharge with an expiration date, Hookup fee adjusted for Late -Comers, lower the water rate to off -set the Increase to the sewer rates and diverting the current Solids Disposal payment to the WRF Upgrade payment. All options are being researched and there will be more information brought to Council soon. 3. c. Term Limits Councilmember DePinto explained that an Ordinance has been created to set term limits on Council and Mayor Terms. Councilmember DePinto explained some of the pros and cons to the Ordinance but is in support of bringing the Ordinance to Council for a vote. Discussion followed. 3. d. Boards & Commissions Michael Grayum, City Administrator Introduced Kathy Linnemeyer the new Executive Assistant & Customer Service Manager to Council. Kathy gave a presentation on the Boards & Commissions of Appendix 13 of the Mayor and Council Protocol Manual and next steps. There are currently 11 Boards and Commissions and of those 7 have vacancies. Kathy is working on creating a unified, integrated, coordinated approach for supporting all advisory boards and commissions by November 2020. This is a working in progress and more information will be brought to Council at a future meeting. 4. Mayors Report — No report 5.
