1. Mayor JW Foster called the meeting to order at 6:02 p.m.
Roll Call Present: EJ Curry, Tracey Wood, Joe DePinto and Terry Kaminski.
Absent: Molly Carmody and James Blair.
21-039 MOTION BY TRACEY WOOD EXCUSING MOLLY CARMODY FROM THE
MEETING. SECONDED BY EJ CURRY. 4-0, MOTION CARRIED.
21-040 MOTION BY JOE DEPINTO EXCUSING JAMES BLAIR. NO SECOND, MOTION
FAILS.

21-042 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA.
SECONDED BY TERRY KAMINSKI. 4-0, MOTION CARRIED.
b. Request to Circulate a Petition for Annexation
Mr. Schorno asked to postpone his request to circulate a petition for annexation
until there is clarity that this action would do no harm to current water rights
application, the policy is changed or Yelm receives its deserved allocation from the
Department of Ecology.
21-043 MOTION BY EJ CURRY TO POSTPONE THE DECISION ON THE APPLICATION
TO CIRCULATE A PETITION FOR ANNEXATION UNTIL SUCH TIME AS THE
WASHINGTON STATE DEPARTMENT OF ECOLOGY HAS ISSUED THEIR
REPORT OF EXAMINATION ON THE CITYS WATER RIGHT APPLICATION OR
AGREES TO ALLOW THE CITY OF YELM TO PROCEED WITH ANNEXATION
WITHOUT HARMING THE CURRENT WATER RIGHTS APPLICATION.

a. Water Rights Overview Update — Grant Beck, Community Development Director
Grant gave an overview of the ongoing effort to obtain water rights since 1994.
The updated mitigation package was submitted last year to the Department of
Ecology. We expect to hear back from them later this summer.
b. Resolution No. 612, Repealing Resolution No. 379 Which Established the Rail
Advisory Committee

7. Old Business —

8.. UPDATES —
City Administrator — Michael Grayum —
• We have received seven applications for the vacant Council Position No. 4.
The application process closes on April 16, at 5:00 p.m.
• The Council approved funding for the Yelm Chamber of Commerce and we
are working on a contract with them that will come before Council for
approval soon.
• Please sign up for the new earthquake notification system that has been
launched.
• The Splash Pad will open Memorial Day Weekend. We are waiting for
approval from the Thurston County Health Department.
Upcoming meeting topics:
April 27, 2021 — Student of the Month, Bike Month Proclamation, Joint Animal
Services Contract, National Fitness Resolution, Community Events,
Presentation by the Thurston County Solid Waste Department, updates on
Public Works projects and an update on organizational changes to
accommodate Grant Beck's upcoming retirement.
Councilmember Curry attended the Yelm General Government Committee, the
Yelm Senior Center Easter Dinner and the Yelm Public Works Committee.

Councilmember Wood attended the Yelm General Government Committee and
the Administrative Board of Directors for TCOMM 911 meeting is in the morning.
Councilmember DePinto attended the Yelm Public Works Committee meeting
and met with two Council Candidates. Councilmember DePinto will be attending
the upcoming South Thurston Economic Development Initiative meeting as the
backup attendee.
Councilmember Kaminski reported that Bounty for Families and Elite
Renovation is starting the storage shed for the garden in City Park and it looks
like it will be adorable. Councilmember Kaminski will be attending the Nisqually
River Council on Friday.
Mayor JW Foster reminded Council that we have a great staff and encouraged
Council to reach out to them and get information on events before posting to
social media to make sure that they are posting correct information.
