05 04 2021 Study Session MinutesYELM CITY COUNCIL STUDY SESSION MINUTES TUESDAY, May 4, 2021 VIRTUAL & IN PERSON 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmembers: Molly Carmody, E] Curry, Tracey Wood, Joe DePinto and Terry Kaminski. Absent: James Blair. Staff present: Public Works Director Cody Colt, Program and Project Manager Pat Hughes, Associate Planner Tami Merriman, Executive Assistant and Customer Service Manager Kathy Linnemeyer, Michael Grayum City Administrator and City Clerk & HR Manager Lori Lucas. 3. a. Thurston County Solid Waste Interlocal Agreement Presentation - Karen Weiss, Solid Waste Division Manager and Wendy Mifflin, HDR Inc. Karen Weiss and Wendy Mifflin gave a presentation on the Solid Waste Management Plan for 2021-2026. The plan includes managing solid waste over the next 20 years and replaces the plan that was developed in 2009. It also helps assure that waste is managed responsibly and they are asking for City approval of the Intergovernmental Agreement with Thurston County for Solid Waste and Hazardous Waste Planning. 3. b. Presentation - Farmers Market Update & Preview of the 2021 Season Jeevan Anandasakaran and ]on Jamieson gave a presentation on the 2020 Yelm Farmers Market and discussed the challenges that they faced due to the COVID restrictions. He also discussed the importance of the partnership between the Farmers Market and the City of Yelm and how it helps the Market to be sustainable. New items for 2021 will include, COVID Relief Funds to help jumpstart the season, new Community Garden located at the City Park and events that are being planned for 2021. They received approval today for the POP kids program to exist this year and have 28 vendors signed up. Not all vendors will be at the market on opening day. 3. c. Water Reclamation Facility, Mosman Avenue & Cochrane Park Upgrades Pat Hughes gave an update of the current capital projects. 3. d. 2019 Water Main Latecomer Agreement Pat Hughes presented a proposed Latecomer Agreement for the 2019 Water Main Improvements. The agreement would be an assessment against properties that have not been developed and would help the City recover the costs of the project, at the time the properties are developed. Council would like more information and detail at a future Study Session. 3. e. Council Process for filling Vacancy for Position No. 4 Council discussed options and processes for choosing a candidate to fill Position No. 4. Council consensus is to hold interviews with the applicants at the May 11, 2021 Council Meeting and make a final decision at the May 25, 2021 Council Meeting. 4. Mayors Report - No report S.
