02 07 2023 Study Session MinutesCall to Order: Roll Call: Staff Present: DISCUSSION ITEMS EST. 1924 WASHINGTON CITY COUNCIL STUDY SESSION MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, February 7, 2023 Mayor Pro -Tem Holly Smith called the meeting to order at 6:00 p.m. James Blair, Joseph Richardson, Joshua Crossman, Holly Smith, Brian Hess, Terry Kaminski, Ashley Brooks and Joe DePinto. City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Finance Director Stephanie Dice, HR Director Karen Bennett, and IT Director Jason Hardy Travel Policy Discussion — Stephanie Dice Finance Director gave a presentation on a new City of Yelm Travel Policy answered questions from Council. The policy was reviewed by the Finance Committee and will be on the February 28, 2023 agenda for further review and action. Personnel Policy Updates — HR Director Karen Bennett announced that the last update to the personnel policy was 15 years ago. She reviewed the current updates and answered questions. The policy will be on the February 14, 2023 agenda for further review and action. Council Retreat Discussion — Mayor DePinto lead a discussion on holding a Council Retreat. He asked if Council wanted to hold a 1 -day or 2 -day retreat. The consensus was to hold an overnight retreat, on a Friday evening and Saturday during May with possible discussions on 640 acres, legislative updates, zoning codes, current and upcoming projects and transportation plans. Reader Board Discussion — Jason Hardy IT Director presented two options for updating the reader board at the old City Hall building. Replacing the existing sign with the same sign that is currently there for $25,392 or replacing the sign with an 85" LCD TV that would be in a weatherproof case for $7,000 to $10,000. COUNCIL INITIATIVES Joseph Richardson — Excited to see the street sign for Skogsberg Street and announced that the senior breakfast is this weekend. Joshua Crossman — Asked about an email that was sent to Councilmembers regarding a streetlight that is out. The light is owned by Puget Sound Energy who will make the repairs. Brian Hess — We need to make sure we are aware of items passed by the Legislature related to housing rezoning and transportation. Will be scheduling a meeting with the Senior Center to see how we can support them. Ashley Brooks — Is working with the Red Cross to do a larger fire safety event in Yelm. Terry Kaminski — Asked if anyone responded to an email that was sent to Councilmembers about someone who wanted to run the museum and to ++the person who asked about the library bathrooms. She also announced that she will be on vacation for two weeks from February 15th to March 11t and asked what can be done about water pooling on the streets in Yelm. Mayor DePinto — Asked Councilmembers if they were interested in a tour of JBLM.
