Ml EST. 1924 WASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, April 25, 2023 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: James Blair, Joseph Richardson, Joshua Crossman, Holly Smith, Brian Hess, Ashley Brooks, Terry Kaminski, and Mayor Joe DePinto. Staff Present: City Clerk Kathy Linnemeyer, Finance Director Stephanie Nanavich and Public Services Director Cody Colt APPROVAL OF THE Motion by Brian Hess to approve the agenda as presented AGENDA Seconded by Terry Kaminski Motion carried 6-1 SPECIAL PRESENTATIONS: Mayor DePinto read the Child Abuse Prevention Week Proclamation into the record proclaiming April 23-29, 2023 as Child Abuse Prevention Week in Yelm. Mayor DePinto presented Shelly Willis, Executive Director of Family Education and Support Services with a copy of the proclamation, Shelly thanked the Mayor and Council for taking action on the behalf of well-being for children. PUBLIC COMMENT: Megan Bakke spoke about a family member who is missing and was last seen in McKenna in February. She handed out flyers with his photo and information about him. David Bakke is concerned about over sexualisation of children and spoke against a drag show in the Community Center Harry Miller thanked the City for their support of the Senior Center and spoke against a drag show in the Community Center. CONSENT AGENDA: a) April 11, 2023 Meeting Minutes b) March 2023 Check Register and Position Summary Motion by Brian Hess to approve the consent agenda as presented Seconded by Holly Smith Motion carried 7-0 NEW BUSINESS: Ordinance No. 1092 Biennial Budget Amendment Motion by Brian Hess to approve Ordinance No. 1092 amending the 2023-2024 Biennial Budget and setting the 2023 Beginning Fund Balances to $3,831, 648 Seconded by James Blair Motion by James Blair to remove #6 from New Items Seconded by Joshua Crossman Motion carried 4-3 Motion by James Blair to remove #10 and #12 from the Project Carryovers. No second Motion carried as amended with a roll call vote 6-1 Ordinance No. 1093 Declaring LID Funds Surplus Motion by Brain Hess to approve Ordinance No. 1093 declaring remaining funds in Killion Road LID Fund 202 as surplus and transferring the balance to the General Fund. Seconded by Joshua Crossman Motion carried 6-1 Professional Services Agreement with SCJ Alliance for Trail Design Motion by Brian Hess to authorize Mayor DePinto to sign a Professional Services Agreement with SCJ Alliance in the not to exceed amount of $69,157.91. Seconded by Terry Kaminski Motion carried 6-1 OLD BUSINESS: None STANDING COUNCIL COMMITTEE REPORTS: Public Services Committee — Councilmember Hess reported that the Public Services Committee met and discussed the PSA for Trail design and project updates for the Water Reclamation Facility, Dog Park, new hire and code updates that will come to Council in May. MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: Public Services Director Cody Colt Updates — The Splash Pad will open on May 27th and cannot open earlier due to the Department of Health license. COUNCILMEMBER REPORTS: Councilmember Blair — Announced that he will be moving in 2-3 weeks and is resigning from the City Council effective April 30, 2023. Councilmember Crossman — Announced that May 20th is the Yelm Spring Clean-up and attended the Habitat Conservation Planning meeting. Councilmember Smith — Councilmember Hess — Attended the Intercity Transit Authority meeting and will attend the Regional Housing meeting. Councilmember Brooks—Attended the Community Conversations, Yelm Superintendent search, STEDI meeting and Experience Olympia & Beyond meeting. Councilmember Kaminski — Attended the Nisqually River Council meeting and stated that there is property for sale on Yelm Avenue. ADJOURNMENT: Motion by James Blair to adjourn the meeting at 7:24 PM.
