CITY COUNCIL STUDY SESSION MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, May 2, 2023
Call to Order: Mayor Pro -Tem Holly Smith called the meeting to order at 6:00 p.m.
Roll Call: Joseph Richardson, Holly Smith, Brian Hess, Terry Kaminski, Ashley
Brooks and Joe DePinto.
Absent—Joshua Crossman
Staff Present: City Clerk Kathy Linnemeyer and Public Services Director Cody Colt
DISCUSSION ITEMS
Arts Commission — Stephanie Hagelgans informed Council that the Arts Commission
members searched for local artists to create a wind sculpture as requested by the City
Council on March 7, 2023. The price was double to have a Washington artist create a wind
sculpture of similar size and quality. The Arts Commission is asking Council to purchase the
Ponderosa wind sculpture to be installed at the trailhead on Yelm Avenue.
YMCA Bond Discussion — Kyle Cronk, with the YMCA gave a presentation and explained the
process to build a YMCA. Jim Nelson with D.A. Davidson & Co. gave a presentation on Bond
Financing options.
Fireworks Discussion — Mayor DePinto presented information on the current laws and the
Yelm Municipal Code that currently allow fireworks. He asked Council if they wanted to
keep our code as it is currently, adjust the days that fireworks are allowed to be in line with
Thurston County or ban fireworks in Yelm City limits or make other changes.
MAYOR REPORT
Mayor DePinto announced that we have 90 days to appoint someone to fill the vacant
Council position and asked Council for input on the appointment process. Councilmembers
would like to use ranked choice voting, review applications at the June 6, 2023 Study
Session and hold interviews and make a decision at the June 13, 2023 Council meeting.
COUNCIL INITIATIVES
Brian Hess —Will attend Intercity Transit Authority meeting and asking about busses to help
with transportation for Yelm events.
Mayor DePinto — Announced the requirements to fill the vacant Council position.
