05 09 2023 Regular Meeting MinutesWASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, May 9, 2023 EST. ] 924 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: Joseph Richardson, Joshua Crossman, Holly Smith, Brian Hess, Ashley Brooks, Terry Kaminski, and Mayor Joe DePinto. Staff Present: City Administrator Todd Stancil, Public Services Director Cody Colt, Projects and Programs Manager Brad Chatwood, and Building Inspector Savana Teague APPROVAL OF THE Motion by Brian Hess to approve the agenda as presented AGENDA Seconded by Terry Kaminski Motion carried 6-0 SPECIAL PRESENTATIONS: Mayor DePinto read the Asian American and Pacific Islander Heritage month proclamation into the record. Cheryl Heywood, Executive Director for Thurston County Library, gave an update on the district level and the 2022 Annual Report. PUBLIC COMMENT: LaDonna Shea' Hockaday "Lady L", Kelsey Turner, and Rebecca Bailey, spoke in favor of the Community Center drag show. Rachel Haskins spoke against the Community Center drag show. Harry Miller expressed appreciation for the City's relationship with the Senior Adult Center, and commented on the Prairie Days Parade. Daniel Vrosh asked about police coverage for the drag show event. CONSENT AGENDA: a) April 25, 2023 Meeting Minutes Motion by Brian Hess to approve the consent agenda as presented Seconded by Holly Smith Motion carried 6-0 NEW BUSINESS: Farmers Market Agreement Motion by Terry Kaminski to approve the Farmers Market Agreement from May 27, 2023 to September 30, 2023. Seconded by Brian Hess Motion carried 6-0 Professional Services Agreement with SCJ Alliance for One Way - Couplets, Parking lot and Activated Alleyway Motion by Holly Smith to authorize Mayor DePinto to sign a Professional Services Agreement with SCJ Alliance in the not to exceed amount of $50,480.14. Seconded by Brian Hess Motion carried 6-0 OLD BUSINESS: None STANDING COUNCIL COMMITTEE REPORTS: Public Safety Committee — Police Department is moving forward with a new report management system a Chief Carlson attended the Spring 2023 Terrorism Threat briefing for the Southwest Washington Anti -Terrorism Group a Adding a third SWAT position • SROs are finding success in giving students the option to write an essay when being pulled over for speeding Public Services Committee — • On May 15, 2023, at 4 PM, the Planning Commission will be having a public hearing on the rezoning of two parcels in the Commercial District to Moderate Residential at City Hall Finance Committee - None MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator — • Police Officer Michael Siegemund will attend the academy on May 25 • There is one open vacancy in the Police Department, which is in the background process with applicants • The Police Department recognized Officer Nissen as their 2022 Employee of the Year o The Thurston County Emergency Management will behaving their bi-annual executive seminar on June 5 in Tumwater at 5:00 PM Page 2 of 4 May 9, 2023 City of Yelm Regular Council Meeting. Complete recon + Human Resources attended the annual AWC Labor Relations Institute in Yakima last week • There is an open Administrative Assistant position, as well as an open Water Operator position in the Public Services Department • The Splash Pad is currently being prepped and should be open Memorial Day weekend Parks and Streets have been busy working on city streets and buildings + The Finance Department is wrapping up their 2022 Annual Report Met with representatives from the military community to discuss upcoming events and partnerships + Attended the Chamber of Commerce lunch presentation yesterday. Will attend the South Sound Military Community Partnership annual breakfast meeting on Thursday with Director Colt Mayor DePinto — ® The IT Department worked to fix the video/sound delay in the Council Chambers, and updated the camera settings Met with the Nisqually Tribe Chair about scheduling upcoming meeting dates and partnerships. The tribe will be contracting with the City for the construction of the new stage, and has been added to the City's Small Works Roster. Met with the new Mayor of Roy, along with Financial Analyst Michael Malek, to facilitate a discussion of best practices and answer questions regarding software/operating systems that are similar to the City's. COUNCILMEMBER REPORTS: Councilmember Richardson — None Councilmember Crossman — + Spring Cleanup will be on May 20, 2023 and encouraged everyone to come together as a community to clean up Yelm, and have fun with it Councilmember Smith — Attended TCOMM, and notified that TCOMM is currently looking for more dispatchers Councilmember Hess — Reported that he will be attending upcoming meetings with the Regional Housing Council and Inner City Transit Authority In July will attend a one -day seminar with the Inner City Transit Authority, regarding zero emissions as a region Expressed appreciation toward military members for Military Appreciation Month and to Director Cody Colt for getting military banners up in the city quickly.
