STUDY SESSION MINUTES
THURSDAY, JANUARY 22, 2003
6:00 P.M., PUBLIC WORKS FACILITY
1. Mayor Rivas called the meeting to order at 6:00 PM
2. Roll Call
Present: Don Miller, Joe Baker, Bob Isom, Pat Fetterly, Ron Harding
Excused: None
Staff Present: Shelly Badger, Grant Beck, Stephanie Conners, Tim
Petersen, and Jim Gibson

5. Mayor/Council Initiatives Introduced/Discussed
The council discussed scheduling its annual retreat and determined that it
should be held on February 14, 2004.
6. New Business
a. Community Development Update
Grant Beck presented an overview of 2003 land use and building projects
and an annual report showing development activity compared with
previous years.
Mr. Beck also reviewed the appearance of fairness doctrine with the
Council and the limitations on public contact during quasi-judicial permit
applications.

b. Stormwater Program Update
Stephanie Conners and Dave Skinner, a consultant with HDR
Engineering, reviewed the status of the stormwater management program
and the next steps needed for implementation. The Yelm Municipal Code
had been previously updated to authorize the collection of a stormwater
utility fee in order to fund the maintenance and operation of public
stormwater facilities. Ms. Conners and Mr. Skinner reviewed the utility fee
and how it would impact developed parcels with various land use
activities. The next step is to determine how best to collect the fee.
