STUDY SESSION MINUTES
WEDNESDAY, MAY 26, 2010 5:00 P.M.
1. Mayor Harding called the meeting to ordera?~t' 5:05 P.M.
2. Councilmembers present: Don Miller, ~i~li~iR, Mike McGowan, Tracey Wood and Russ
Hendrickson Staff: Shelly Badger, Grant Beck, Todd Stancil, Stephanie Ray, Gary Carlson
Joe Baker arrived at 6:00 pm, Don Miller and Russ Hendrickson left the meeting at approx 6:15 to
attend to other obligations.
3. Agenda Approval- move Mayor Report to 6c. and 6d. with Council Initiatives as last item.
4.&5. Mayor Report and Council Initiatives moved.
6. Presentations
a. Public Intoxication Law -Chief Stancil provided information on the need to amend our Code to
provide tools to deal with public intoxication.
CONCENSUS TO MOVE FORWARD WITH AMENDMENT TO CITY ORDINANCE ADDRESSING
DISORDERLY CONDUCT.
b. Water Update, Revenue Bond Timing and Project Update
Stephanie Ray provided update on the S.W. well drilling currently at 590 ft. Hydrogeology layers are
showing to be as predicted by consultant's study. Will continue to drill to deep water, up to 800 ft.
Video survelience inside Well 2 casing to 58 ft shows need to scrub screen and casing to remove
encrusted scale. Discussed risks associated with moving forward or doing nothing.
Revenue Bond is being reviewed by Bond Council.
CONCENSUS TO PROCEED WITH PURGE CLEANING OF WELL 2 CASING AND SCREEN.
c. Regional Fire Authority-Voters approved passage. Mayor and Council have option to keep
planning committee members on the board until the election for the open positions.
d. Sign Code -Mayor Harding opened discussion and Grant Beck and Gary Carlson provided
recommendations to accommodate new sign technology and our sign code regulations.
(4) Mayors Report -Thurston County Chamber honored TCEDC Director, Michael Cade. Attended
presentation. Met with Representatives Campbell, Becker and McCune in attempt to meet with the
Governor to help municipalities get water. Mural at Longmire Park was too ambitious for school
district at this time.
Reported departure of finance director prompted contracting of former employee, Agnes Bennick to
complete the annual report. Reminder to save the date of June 30 for Nisqually Watershed
workshop hosted by Nisqually Tribe.
(5.) Council Initiatives -Mike McGowan asked what can be done to pick up the pace on the
Neighborhood Stabilization Program. Currently, no one has been able to secure financing for the
homes that qualify on the program. Shelly Badger proposed meeting with Housing Authority face to
face for brainstorming session.
Tracey Wood and Joe Baker are concerned about the many portable basketball hoops and activities
that extend out into the street and cul-de-sacs that pose a dangerous safety issue .Need for
recreation facility for young people in Yelm.
Joe Baker reported maintenance issues needing attention; glass at trail head parking lot and deep
rut just off road at Mosman and First Street.
7. AVCaptureall Demonstration -item cancelled because of late hour.
