06-08-10 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, JUNE 8, 2010 MINUTES Mayor Harding called the meeting to order at 7:00 p.m. 2. Roll Call Present: Don Miller Joe Baker, Bob Isom. Mike McGowan, and Russ Hendrickson. John Thompson excused. Tracey Wood arrived at 7:05 pm. 3. Agenda Approval 10-42 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations Prairie Days Proclamation Mayor Harding read the Prairie Days Proclamation and urged citizens to participate in the annual Lion's Club sponsored event that celebrates a tradition that began 65 year ago as a harvest festival. 5. Public Comment Scott Mills accepted the proclamation and presented the City with an event poster and lapel pin. He thanked Council and the Mayor for their continued support. 6. Consent Agenda Minutes; Regular, May 25, 2010 Payables Checks 53640-53751, Totaling $309,449.29 Park Use Request; YCP, Prairie Days Events, June 24-27, 2010 10-43 MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearing- none scheduled 8. New Business a. Downtown Well Rehabilitation Project Stephanie Ray reviewed the staff report indicating atwo-part plan for the rehabilitation of the downtown Wells 1 and 2. Part B infrastructure hardware and Part A hydrogeology analysis of Well 1 and 2 and maintenance cleaning of Well 2. essential prior to construction. Video of Well 2 showed need to scrape encrustation scaling from the casing and screen as maintenance. Completion of cleaning project about 2 weeks. Once complete, may increase production and will prepare for upgrade to increase pumping capacity from 1200 to 1700 gallons per minute. 10-44 MOTION BY TRACEY WOOD AUTHORIZING MAYOR HARDING TO ENTER INTO A CONTRACT WITH GOLDER AND ASSOCIATES IN THE AMOUNT OF $40,855 FOR ENGINEERING SERVICES ASSOCIATED WITH THE DOWNTOWN WELL REHABILITATION PROJECT. Killion Road LID Phase II Project Completion Grant Beck pleased to closeout Killion Road LID Phase II, which was completed Sept 2009 with the exception of restoration of landscape in front of Puerto Vallarta. Reduced retainage payment to Wood & Sons by $ 2,000 as compensation for landscape restoration in front of Puerto Vallarta. Restoration will be completed by the City of Yelm. 10-45 MOTION BY BOB ISOM TO ACCEPT PHASE II OF THE KILLION ROAD LOCAL IMPROVEMENT DISTRICT PROJECT AS COMPLETE AND AUTHORIZE STAFF TO RELEASE RETAINAGE TO WOOD AND SON, INC. IN THE AMOUNT OF $122,409.65 UPON RECEIPT OF ALL REQUIRED PROJECT DOCUMENTATION. CARRIED. 9. Old Business -none scheduled 10.
