RESOLUTION NUMBER 514
ADOPTING THE 2008 TO 2015 WATER SYSTEM PLAN
WHEREAS, Section 246-290-100 Washington Administrative Code requires community
public water systems with one thousand or more services to submit a water system plan for
review and approval by the Washington State Department of Health; and
WHEREAS, the City of Yelm's Water System exceeds the threshold for the submission of
a water system plan; and
WHEREAS, the City had previously adopted a water system plan which had been
approved by the Department of Health in 2002; and
WHEREAS, the City began the development of an updated Water System Plan in the
spring of 2008 and held three open houses to solicit public feedback on the analysis of the
City's water system as well as the system's capital needs; and
WHEREAS, the City submitted the updated Water System Plan for approval by the
Department of Health in June of 2009; and
WHEREAS, the Department of Health conducted a formal public comment period for the
draft water system plan in late 2009; and
WHEREAS, the City addressed all comments received prior to and during the comment
period; and
WHEREAS, the City resubmitted the updated Water System Plan to the Department of
Health for final review; and
WHEREAS, the updated Water System Plan identifies the infrastructure improvements
needed to provide a safe, efficient, and abundant water supply for existing water system
customers and new customers expected within the planning horizon; and
WHEREAS, the updated Water System Plan is consistent with the requirements for water
system planning found at Chapter 246-290 WAC, the Consolidated Water System Plan for
South Thurston County, and the City of Yelm Comprehensive Plan and Joint Plan with
Thurston County;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yelm that the
2008 to 2015 Water System Plan is hereby adopted.
