1. Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call. Present: Don Miller Joe Baker, Bob Isom. Mike McGowan, Tracey Wood, John
Thompson and Russ Hendrickson.

10-55 MOTION BY DON MILLER APPROVING CONSENT AGENDA ITEMS AS
PRESENTED. CARRIED.
7. (1) PUBLIC HEARING: Water System Plan 2008-2015
Mayor Harding opened the Public Hearing at 7:01 p.m. and announced that Stephanie
Ray would present the status of the 2008-2015 Water System Plan.
Stephanie introduced Jeff Morgan from Brown and Caldwell, as consultant on the Water
System Plan, to assist with details. The overview is a culmination of several years work
analyzing the infrastructure needs of the City of Yelm water system. Finalized letter has
been submitted to Department of Health, requesting their approval of the Plan.
Stephanie responded to questions from Council stating that this plan does not include
the inclusion of the Master Plan Community, but is based on healthy and sustainable
growth based on water rights. A Water System Plan is completed every 6 years,
primarily for evaluation of infrastructure needs. Stephanie expects to hear from
Department of Health by the end of September 2010.
Bill Hashim, Thurston County resident. As a citizen who has followed Yelm city
government, he is requesting that Council postpone the vote on the Water System Plan
until interested citizens have an opportunity to further study the document, adding that
water rights issues are unresolved as well. Mr. Hashim further speculated that the City
releases important documents of this type to coincide with the Ramtha School of
Enlightenment events further disenfranchising citizens. He stated that he admires the
work of the Department of Health and that of Brown and Caldwell and the trusts the
integrity of the document.
Mayor Harding closed the Public Hearing at 7:18
Resolution No. 514 Water System Plan 2008-2015
Stephanie Ray presented Resolution No. 514 to approve the 2008-2015 Water System
Plan.
Councilmember Isom stated he believes the process has been fully feted since the start
of the process 2 years ago with numerous public meetings. These most recent changes
were available in draft form at several locations. Councilmember Isom does not follow
the RSE event schedule.

7.(2) PUBLIC HEARING; Sign Code Update Yelm Municipal Code
Mayor Harding opened the Public Hearing at 7:20 p.m. for the Sign Code Update.
Gary Carlson presented the proposed ordinance to amend the sign code to address
new technologies in digital display for signs. The items discussed related to animation,
brightness, distraction, display during daylight and night hours, flush mounted signs, non
conforming signs and transfer of signs at change of ownership. Comments were
discussed at study session with Council as well as working with the business community
who utilize the signs and new technologies. There was no comment from the citizens
that remained in the Council Chambers. Mayor Harding closed the Public Hearing at
7:24 p.m.
b. Ordinance No. 925 Amending YMC Sign Code
10-57 MOTION BY JOHN THOMPSON ADOPTING ORDINANCE NO. 925, AMENDING
CHAPTER 15.24 OF THE YELM MUNICIPAL CODE REGULATING SIGNS.
7c. Ordinance No. 924 Public Intoxication
Todd Stancil reviewed the staff report bringing additional language to the Yelm
Municipal Code to help law enforcement address public intoxication. Specifically adds
language to define prohibited behavior in public to preserve the health and safety of
citizens. This document has been reviewed by City Attorney, Brent Dille.
10-58 MOTION BY JOHN THOMPSON ADOPTING ORDINANCE NO. 924 ADDING THE
LANGUAGE RELATED TO PUBLIC INTOXICATION TO THE EXISTING
DISORDERLY CONDUCT SECTION 9.08.020 OF THE YELM MUNICIPAL CODE.
CARRIED.
~d~ Downtown Well Rehabilitation Project, Parametrix Engineering Amendment No. 1
Stephanie Ray reported that we are in the detailed engineering design phase of the
downtown well rehabilitation. The goal is to design an infrastructure that supports
chlorine contact pipe where there is no water stagnation at the site. Discovered need to
move control operation to Second and Mosman Streets inground vault. In so doing, it
changes the operation, requiring added utility locate, surveying on Mosman to Third
Street and added detail to the engineering design. Nnot able to build new facility but
have to design with existing structure. Funding will be from 431 Water Construction fund
that will be reimbursed by Water Revenue Bond. Plan will require approval by Dept of
Health after the design is complete.
10-59 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN
AMENDMENT NO. 1 WITH PARAMETRIX, INC IN THE AMOUNT OF $9,553 FOR
DESIGN ENGINEERING SERVICES ASSOCIATED WITH THE DOWNTOWN WELL
REHABILITATION PROJECT. CARRIED.

10. Mayor and City Council Reports
Councilmember Isom. Met with Michael Cade, Thurston County Economic
Development Council Executive Director. What can EDC do for the City? and South
County area. Diversity of Thurston County base contributes to health of economy, with
collaboration with local and regional partners to draw more industry into Thurston
County.
Councilmember Wood attended Transportation Policy Board meeting reporting that the
Yelm Loop Project was discussed regarding the Speed Limit to be posted.

Councilmember Hendrickson attended the Reptile Man show in Library where 220-225
attended.
Mayor Harding Also met with Michael Cade discussed making their toolbox services
visible and available to local businesses. Get the message out to those in need.

12. Correspondence received this morning from Steve Klein via email requesting that the
Mayor and Council postpone the Public Hearing on the adoption of the updated Water
System Plan (scheduled) on Tuesday, July 27, 2010.
