09-28-10 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, SEPTEMBER 28, 2010 MINUTES Mayor Harding called the meeting to order at 7:00 p.m. 2. Roll Call. Present: Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, John Thompson and Russ Hendrickson. Absent: Don Miller. 3. Agenda Approval 10-71 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations- none scheduled 5. Public Comment. There was no public comment to the Mayor's call for comment. 6. Consent Agenda Minutes -Regular Meeting August 24, 2010 Payables -Checks 54332-54406, Totaling $313,735.44 10-72 MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearing: none scheduled 8. New Business a. Resolution No. 516 Yelm Chamber Sign Project Grant Beck reported that the Chamber of Commerce has been working towards the purchase of a community electronic reader board sign. This sign is expected to generate income for the Chamber and the whole City. The Chamber would like to place the sign on the northeast corner of the Killion Road/Yelm Avenue West intersection. This property is City owned right-of-way and requires permission from the City Council. Resolution No. 516 would authorize the use of City property for the placement and maintenance of a community reader board. Glen Cunningham, President of the Yelm Chamber stated the sign would generate revenue for the chamber and allow businesses to advertise at a very reasonable rate. The sign will be a very nice looking income generating sign for the whole City. The Chamber will do the sign maintenance. 10-73 MOTION BY MIKE MCGOWAN APPROVING RESOLUTION N0.516 AUTHORIZING THE USE OF CITY PROPERTY FOR THE PLACEMENT AND MAINTENANCE OF A COMMUNITY READER BOARD SIGN PURSUANT TO SECTION 15.24.197 OF THE YMC BY THE YELM CHAMBER OF COMMERCE. CARRIED. b. City of Yelm Mitigation Plan revision proposal -Golder Associates Shelly Badger reported that since the early 1990's, when three water right applications were submitted to the Department of Ecology (DOE), the City has been on a quest for new water rights. There has been no issuance of "new' water rights from DOE during this time, however, over the past several years, the City has been successful in transferring local water rights to meet the Page 1 of 3 necessary demand. The City has been an active participant in the Nisqually Watershed Planning Unit led by the Nisqually Indian Tribe. By working in a regional fashion with the cities of Lacey, Olympia and the Nisqually Tribe, the City has the opportunity to enhance the original water rights application request for 'new' water rights. This combined effort included the creation of a new groundwater model that is now considered the best available science on measuring predicted impacts both in the Deschutes and Nisqually basins. In October of 2008, the City of Yelm submitted a mitigation plan to DOE that proposed an outline for phased water rights approvals and mitigation efforts. DOE proposed an enhanced mitigation plan that better identified and offset impacts to the Deschutes basin. Since 2008, the cities of Yelm, Olympia and Lacey have been working with both DOE and the Squaxin Island Tribe to better identify these predicted impacts and propose mitigation measures that will enhance the affected Deschutes water bodies. Now is the time for each of the cities to update their existing mitigation plans and identify the work that has been done over the last two-year period. The revised mitigation plans will be re- submitted to DOE with the request for issuance of new water rights for Phase 1 and Phase 2 water right that would total approximately 942-acre feet of `new' water. 10-74 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN THE SCOPE OF WORK WITH GOLDER AND ASSOCIATES FOR $76,650 (SEVENTY SIX THOUSAND SIX HUNDRED FIFTY DOLLARS) FOR WORK ASSOCIATED WITH UPDATING THE 2008 MITIGATION PLAN. CARRIED. 9. Old Business -None scheduled 10. Mayor and Council Initiatives Councilmember Baker stated Councilmember Wood asked him why an Intercity bus does not run from Yelm to Lacey. The Intercity Transit Board considers this a dead area because there are no businesses and no residential areas. Also attended the Citizens Advisory Committee through Intercity Transit. Councilmember McGowan praised Councilmember Isom for attending the council meeting so close to having surgery. Councilmember Wood thanked Councilmember Baker for the information regarding the Yelm to Lacey Intercity Transit route. Councilmember Hendrickson attended the Medic One meeting discussing their budgets. Mayor stated the City has been approved for a secure box where unused prescription medications can be dropped off and disposed of properly by the Yelm Police Department. The box will be placed in the lobby of the Public Safety Building. Page 2 of 3 Mayor Harding attended the Thurston County Economic Development Council meeting. A survey of the business community had been done over the summer and the consensus of the survey was that most Thurston County businesses where doing all right but are skeptical of the future and what will happen with the economy and the proposed changes to Health Care and Labor and Industries. They continue to work on job retention and recruiting industry to our area. 11. EXECUTIVE SESSION -none scheduled 12.
