930 Establishing Speed LimitsCITY OF YELM ORDINANCE NO. 930 AN ORDINANCE UPDATING THE YELM MUNICIPAL CODE RELATING TO SPEED LIMITS AND THE ESTABLISHMENT THEREOF IN THE CITY OF YELM, CHAPTER 10.16 YMC WHEREAS, Chapter 10.16 Yelm Municipal Code establishes and regulates speed limits and school zones within the City limits; and WHEREAS, New schools and streets have been constructed within the City of Yelm since adoption of Chapter 10.16 YMC; and WHEREAS, The City Council desires to update speed limits and school zones within the City to reflect changed conditions; NOW, THEREFORE, THE CITY COUNCIL OF YELM DOES ORDAIN AS FOLLOWS: SECTION 1. Chapter 10.16 Yelm Municipal Code is hereby amended as follows: 10.16.010 Controlled speeds. No person shall drive a vehicle on any public way within the city at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, the speed of a vehicle shall be so controlled as may be necessary to avoid collision of the same with any person, vehicle or other conveyance on or entering a public way in compliance with legal requirements and the duty of all drivers to use due care. 10.16.020 Maximum limits. Except when a special hazard exists that requires lower speed for compliance with YMC the limits specified hereinbelow or established as hereinafter authorized, shall be maximum lawful speeds, and no person shall drive a vehicle on any public way within the city at a speed in excess of such maximum limits: A. Fifteen (15) miles per hour on all public alley ways within the city; B. Twenty (20) miles per hour within any school zone created and established by an ordinance of the city when such school zone shall be so posted and flagged; C. Twenty five (25) miles per hour on all other City Streets, unless otherwise established by resolution of the City Council.. 10.16.030 Reduced speeds. The driver of every vehicle shall, consistent with the requirements of YMC, drive at an appropriate reduced speed when: A. Approaching and crossing an intersection or railway grade crossing; B. When approaching and going around a curve; C. When approaching a hillcrest; D. When traveling upon any narrow, winding roadway; and E. When special hazards exist with respect to pedestrians or other traffic or by reason of weather or highway conditions. 10.16.040 School zones established. School zones are created and established within the city as follows: A. On that portion of Yelm Avenue West (State Route 510) within the city extending from a line intersecting said State Route 200 feet northwesterly of the west property line of Yelm Middle School to a line intersecting said State Route 200 feet southeasterly of the east property line of Yelm Middle School. B. On that portion of Yelm Avenue West (State Route 510) within the city extending a line intersecting said State Route 200 feet northwesterly of the west property line of Yelm High School to a line intersecting said State Route 200 feet southeasterly of the east property line of Yelm High School C. On that portion of Mill Road SE within the city limits extending from a line intersecting said road at the south property line of Mill Pond School to a line intersecting said road 200 feet north of the north property line of Mill Pond School. D. On that portion of State Route 507 within the city limits extending from a line intersecting said State Route 200 feet southwesterly of the intersection of Carter Loop SE and State Route 507 to a line intersecting said State Route 200 feet northeasterly of the intersection of Carter Loop SE and State Route 507. E. On that portion of Middle Road SE within the city limits extending from a line intersecting Middle Road SE 200 feet northwesterly of the intersection of Middle Road SE and 100th Way SE to a line intersecting 100th Way SE 200 feet easterly of the eastern property line of Fort Stevens Elementary School. 10.16.050 Public school crosswalks established. Public school crosswalks are created and established within the city as follows: A. At the intersections of State Highway 510 with Edwards Street, Rice Street and Solberg Street; B. At the intersection of State Highway 510 with Mountain View Road. SECTION 3. This Ordinance shall take effect five days after its publication as provided by law.
