Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Tracey Wood and Russ
Hendrickson. John Thompson and Mike McGowan arrived at Agenda Item 4.
3. Agenda Approval
10-93 MOTION BY JOE BAKER APPROVING THE AGENDA. CARRIED.

6. Consent Agenda Minutes -Regular Meeting November 23, 2010.
Payables -Checks 54797-54940, Totaling $716,666.68
10-94 MOTION BY JOE BAKER APPROVING CONSENT AGENDA ITEMS AS
PRESENTED. CARRIED.
7. PUBLIC HEARING CONTINUED 2011 FINAL BUDGET
2011 Final Budget Public Hearing continued to allow the public to respond to
the proposed budget. There were no comments. The hearing was closed at
7:03 p.m.
8. New Business
a. Ordinance No. 929, City of Yelm 2011 Budget
Shelly Badger presented the 2011 Budget Ordinance No. 929 and appendices
for adoption and called for questions. Councilmembers commented on the
smooth flow, in difficult times, for this year's process for budget work with staff,
councilmembers and finance committee members. Appreciation was expressed
for their efforts, working together to maintain services and past efficiencies.
Mayor Harding acknowledged the efforts of the community as well.
10-95 MOTION BY BOB ISOM ADOPTING ORDINANCE NO. 929 CITY OF YELM
MUNICIPAL BUDGET FOR THE CALENDAR YEAR 2011.
b Yelm Area Chamber of Commerce Service Provider Contract Agreement, $7,500
Shelly Badger presented the service contract as a renewal of the annual
agreement with the Yelm Chamber of Commerce as support for tourism-related
services that the Chamber provides. Events like Prairie Days and the Home and
Garden Show that bring people into the city.
10-96 MOTION BY JOHN THOMPSON AUTHORIZING MAYOR HARDING TO SIGN THE
SERVICE PROVIDER AGREEMENT BETWEEN THE CITY OF YELM AND THE
YELM AREA CHAMBER OF COMMERCE FOR THE PERIOD OF JANUARY 1, 2011-
DECEMBER 21, 2011 IN THE AMOUNT OF $7,500.
c• Nisqually River Foundation and the City of Yelm Intergovernmental Services
Contract for Year 2011, $2,950
Shelly Badger continued with the next annual service agreement with the
Nisqually River Foundation. The proposed amount of $2,950 is from the Sewer

Utility fund. The service contract, along with other local government agencies,
supports area youth watershed education program including water quality
testing, transportation, facility fee and Green conference in March each year.
Councilmember Isom requested that an invitation be extended for
representatives to visit the Council with an updated report on their progress.
10-97 MOTION BY BOB ISOM AUTHORIZING MAYOR HARDING TO SIGN THE
INTERGOVERNMENTAL SERVICES CONTRACT FOR THE JANUARY 1, 2011 -
DECEMBER 21, 2011 IN THE AMOUNT OF $2,950 BETWEEN THE CITY OF YELM
AND THE NISQUALLY RIVER FOUNDATION NOW RECOGNIZED AS A 501C3 NOT-
FOR-PROFIT ORGANIZATION ASSOCIATED WITH THE NISQUALLY RIVER
COUNCIL.
d• Ordinance No. 930 Amending YMC Relating to Speed Limits and
Resolution No. 518 Establishing Speed Limits Greater Than 25 MPH on Certain
Streets.
Grant Beck presented Ordinance No. 930 amending the YMC by updating the school
zones designations, maintaining the baseline speed limits and referring specific streets
named in the Ordinance to resolution for ease of future changes. Resolution No. 518
would reflect speed limit changes on certain streets to accommodate current conditions
within the City, including construction of the SR 510 Loop and reconstruction of Killion
Rd intended as a quicker alternate route.
10-98 MOTION BY JOE BAKER ADOPTING ORDINANCE NO. 930 AMENDING CHAPTER
16.10 YELM MUNCIPAL CODE RELATING TO SPEED LIMITS AND SCHOOL
ZONES WITH THE CITY OF YELM.
10-99 MOTION BY JOHN THOMPSON APPROVING RESOLUTION NO. 518
ESTABLISHING SPEED LIMITS GREATER THAN 25 MPH ON CERTAIN CITY
STREETS.
e. Resolution No. 517 Requesting WSDOT Raise Speed Limit on Alternate Route
SR510 to 45 mph.
Grant Beck continued with Resolution No. 517 requesting Washington State
Department of Transportation raise the speed limit on SR 510 Alternate Route
to 45 mph as intended. The Yelm Loop construction was designed for a speed
limit of 50 mph, when the entire loop is completed. At this time, the first phase
has been completed with speed limits posted at 35 mph prior to and exiting the
roundabout. Concerns have been expressed that the limit is too low at 35 mph
to benefit the use of the alternate route. Recommendation from the
Transportation Committee to increase the speed limit to 45 mph, as intended,
prior to the completion of the entire loop project.
10-100 MOTION BY JOHN THOMPSON APPROVING RESOLUTION NO. 517 REQUESTING
THE WA ST DEPT OF TRANSPORTATION RAISE THE SPEED LIMIT ON SR 510
BETWEEN MILE POST 12.70 TO MILE POST 13.28 FROM 35 TP 45 MILES PER
HOUR AND TO REISE THE SPEED LIMIT ON SR 510 ALTERNATE BETWEEN MILE
POST 13.28 AND 14.69 FROM 35 TO 45 MILES PER HOUR.
f, Ordinance No. 931 Development Regulation and Water Connections.
Grant Beck provided an update on proposed regulations establishing a process and
standards for issuance of building permits designed to be fair to all applicants subject to
limited availability of City water service.
10-101 MOTION BY BOB ISOM ADOPTING ORDINANDE NO. 731 RELATING TO
DEVELOPMENT REGULATIONS AND WATER CONNECTIONS, ESTABLISHING A
PROCESS AND STANDARDS FOR ISSUANCE OF BUILDING PERMITS SUBJECT
TO AVAILABILITY OF CITY WATER SERVICE, RATIFYING AND CONFIRMING

PRIOR ACTS AND PROVIDING FOR EFFECTIVE DATE AND PERIOD OF
REGULATIONS.

Councilmember Miller commended Shelly Badger for the budget presentation to
the staff following the December potluck.
Councilmember Baker attended the Intercity Transit meeting.
Councilmember Isom reported from Thurston Regional Planning Council
meeting regarding the 2011 Legislative session and items of importance to the
region.
Councilmember McGowan attended the HOME Consortium meeting working on
emphasizing improvement in the following year for communication of successes
as outreach to other resources. Provided handout to newspaper press.
Announced that the HOME Consortium would be conducting another homeless
census this year for annual funding. Described homeless as those without
homes, but not without shelter, and the difficulty in counting these folks and
getting information to them. Provided handouts for information on free hot meals
and free food distribution at different locations on 5 different days of the week.
Handouts are available at Emanuel Lutheran, the Library and at City Hall.
Councilmember Wood attended TCCom meeting as they continue to transition
from Capcom. Participated in the annual Toy Run.
Mayor Harding reported the success of the Christmas in the Park community
event. Thanks to those staff for operating the Santa picture booth. Partnered
with the Lions Club, volunteering on Saturday collecting toys for community
kid's Christmas. Attended the Chamber Forum and presentation of the Nisqually
River Foundation.
