01-28-09 SS MinutesYELM CITY COUNCIL STUDY SESSION MINUTES WEDNESDAY, JANUARY 28, 2009 5:00 P.M. Mayor Harding called the meeting to order at 5.00 pm Present: Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly, John Thompson and Russ Hendrickson. Staff; Shelly Badger, Grant Beck, Stephanie Ray, Todd Stancil, Tim Peterson. Guests; Brown and Caldwell: Jeff Morgan, Angie Virnoche and Kate Burlingame Presentations; Grant Beck opened the discussion on the proposed Truck Route as a solution to a property owner's concerns on Yelm Ave East and First Street. Different routes were discussed, but traded one concern for another including, wear on the non chip sealed roads and truck traffic through residential streets. Staff will continue efforts to speak to local manufacturer about suggested changes to their routes. Further discussion continued on the parking of semi trucks on residential streets and public areas. Yelm Police Department will continue to address any vehicles that are parked illegally or such a way to compromise the safety of pedestrians and drivers. Stephanie Ray provided a Water System Plan Update for Capital Improvement Plan for 2009-2014. The information included review of the planned improvements needed for the utility infrastructure; the options for new monthly rates to consider; and the costs and revenue needed to accomplish these goals. The project team from Brown and Caldwell provided several examples within the three different rate increase options to consider for residential, commercial and irrigation customers. Direct staff to speak with commercial high water users and the use of reclaimed water as well as changes to their irrigation plan. Review of development guidelines with conservation as a priority in design process. Stephanie will continue with planning the informational Open House for the public the first week in March. Concensus by Council favoring Option 3, adding a 5~h tier in the rate schedule and change to monthly service fee based on meter size. Mayor and Council Initiatives Mayor Harding requested Yelm Council representation for an open position on the CapCom / MedicOne Boards currently held by Tenino for the Yelm, Rainier, Tenino, Bucoda area. Council needs more info on days and times of meeting. Please respond by 1/29/09 morning. He and John Thompson met with representatives of the Library regarding the future housing of the library and the City's obligations to the library. Subject will be revisited after the levy lid election. State of the City is scheduled for February 10. The annual work session Retreat has not been scheduled until a work plan has been formed. Has also been working with Chief Stancil to address concern with a curfew and loitering. Shelly Badger - A tree and certificate will be presented to Dr. Alan Burke as out-going Superintendent.
