The Mayor called the meeting to order at 7:00 p.m.
2. Roll Call: Present; Don Miller, Joe Baker, Bob Isom, Mike McGowan, Pat Fetterly
John Thompson and Russ Hendrickson.

8. New Business
a. Yelm Historic Preservation Commission Appointment. Shelly asked Council
to confirm the appointment of Jo Ann Baker to the Yelm Historic Preservation
Commission.
9-017 MOTION BY BOB ISOM CONFIRMING THE APPOINTMENT OF JO ANN
BAKER TO THE VACANT POSITION ON THE YELM HISTORIC
PRESERVATION COMMISSION. CARRIED.
b. City Hall Remodel Project. Mayor Harding stated that $170,000 had been
approved in the 2008 budget session to remodel city hall for offices and
additional storage. When the project went out to bid, it came back over the
budgeted amount. The Mayor is asking for $40,000 to complete a scaled down
version of the remodel at a much lower cost.
9-018 MOTION BY BOB ISOM TO AUTHORIZE THE TRANSFER AND
EXPENDITURE OF FUNDS WITHIN THE MUNICIPAL BUILDING FUND FROM
THE CAPITAL RESERVE LINE ITEM TO A NEW CAPITAL PROJECT LINE
ITEM ENTITLED `CITY HALL REMODEL' IN THE AMOUNT NOT EXCEED
$40,000 FOR THE REMODEL OF THE OLD CITY HALL COUNCIL
CHAMBER.

c. Nisqually Jail Service Agreement. Todd Stancil stated that the City of Yelm
has a Jail Service Agreement with the Nisqually Tribe that currently secures (4)
beds on a daily basis. The Police Department has been averaging 3.48 beds per
day. There has been an increase every year and would likely approach our 4
beds within the next year. The new proposed contract maintains the $50.00 per
day prisoner fee and slightly increases the booking fee to $20.00. Todd stated
this is an exceptional deal considering the current economy.
9-019 MOTION BY PAT FETTERLY AUTHORIZING MAYOR HARDING TO SIGN
THE NISQUALLY JAIL SERVICE AGREEMENT FOR THE PERIOD OF
FEBRUARY 2009 -DECEMBER 31, 2013.
d. Cabaret License Application for Willoughby's Restaurant and Lounge. Lori
Mossman explained that Diana Bloom purchased the business at 113 Yelm Ave
SE (formerly Jenee's Bar & Grill) and will be opening as Willoughby's Restaurant
and Lounge. In order to have live entertainment along with alcoholic beverages,
Ms. Bloom has applied for a cabaret license in addition to the regular City of
Yelm business license. Police Chief Stancil has reviewed the application and has
no comments regarding the cabaret license.

10. Council and Mayor
Councilmember Miller attended the Grand Opening of the Yelm Historical
Museum.
Councilmember Baker attended the Intercity Transit Board meeting and
discussed ways to try and stop people from smoking in the shelters. A Public
Hearing will be held regarding this issue. Also attended the Yelm Adult
Community Center meeting and Mayor Harding will be fixing the leak over the
walk in.
Councilmember McGowan attended the Grand Opening of the Yelm Historical
Museum and stated it was well attended and it looked very nice. Also attended
the Thurston County Housing Authority meeting along with Shelly and an update
will be given at the study session tomorrow. Attended Commissioner Romero
meet and greet at the Blue Bottle. Attended the Thurston County HOME
Consortium meeting.
Councilmember Fetterly attended the Grand Opening at the Yelm Historical
Museum.
Councilmember Thompson attended the Yelm Transportation Committee
meeting and discussed the 6 Year Plan. A draft Regional Fire Authority draft will
be presented at tomorrow's study session. Also attended EDC meeting along
with the Visitor's Bureau where marketing strategies where discussed.
Councilmember Hendrickson attended the Regional Fire Authority meeting

and the Grand Opening at the Yelm Historical Museum.
Mayor Harding thanked the Councilmember's for their help and support of the
Yelm Historical Museum and their attendance at the Open House. The Open
House was well attended. Attended the Yelm Transportation Committee and
reported that the committee is now looking at their next project to apply for grant
match funding. Attended the Thurston County Economic Development Council
meeting and Senate Hearing 5867 where he and Shelly testified against Bill
5867. Announced that Cecilia Jenkins, Visitors Bureau President is one of the
nominees for Thurston County Citizen of the Year Award. The Mayor invited the
council to reserve a table at the event on March 16, 11:30-1:00 pm.

12. Correspondence -Comcast, Channel Lineup Changes, February 3, 2009,
Comcast, Triple-Play bundle rates, Letter -Expanded Basic Channels migrating
to digital format.
AWC, Elected Officials Training Schedule
Thurston Regional Planning Council (TRPC) Pre-agenda Friday, March 6, 2009,
TRPC Economic Stimulus Priorities for transportation with introduction from
Grant Beck, Community Development Director.
